The Deputación provisionally allocates 200,000 euros in aid for indigenous breeds

The Provincial Council of Lugo has provisionally resolved to grant 200,000 euros in subsidies for the preservation of native Galician breeds (bovine, ovine, and caprine) at risk of genetic erosion, within the Morenas program for the 2026 fiscal year. The agreement was adopted by the Governing Board in the ordinary session of September 18, 2026, and is published in the Official Gazette of the Province of Lugo number 219, dated September 24, 2026, under reference R. 2532. Interested parties have ten business days to submit objections.

The call was approved in the Governing Board session of April 24, 2026, endowed with 200,000 € charged to budget application 4190.48900 of the 2026 General Provincial Budget, and was published in the BOP of Lugo number 113, dated May 20, 2026. Having detected material errors and the need to clarify aspects regarding eligible animals, the Governing Board modified the guiding rules on May 29, 2026, with a new publication on May 30, 2026.

As a result of these publications, 96 applications were received from holders of livestock farms in the province that breed native Galician animals at risk of genetic erosion. The processing of the files was handled by Section I of Rural Environment, Sea, and Youth, which reviewed the submitted documentation and determined the amounts in application of Base 5.

Budget Allocation

The provisional resolution recognizes as beneficiaries the interested parties of 62 files, for the animals and the amounts appearing in the published table. The allocation fully exhausts the credit:

• Cattle: 174,290 €
• Sheep: 17,450 €
• Goats: 8,260 €
• Total: 200,000 €

Individual amounts range between 400 € and 8,000 €, with a maximum of 8,000 € per beneficiary. Among the highest-amount files are:

• Ana María Teijeiro Castro (2026/CCP_01/001424): 8,000 € for 23 bovines.
• Marcos Fernández Guerra (2026/CCP_01/001432): 8,000 € for 20 bovines.
• Ovidio Rojo Núñez (2026/CCP_01/001491): 8,000 € for 85 ovines and 39 caprines.
• Explotacións Gandeiras Soli, SC (2026/CCP_01/001454): 3,270 € for 1 bovine, 39 ovines, and 2 caprines.
• Avicava Natur, SC (2026/CCP_01/001486): 4,530 € for 8 bovines and 19 caprines.
• Ganadería Gondulfe, SL (2026/CCP_01/001438): 1,600 € for 4 bovines.

Excluded Applications

The proposal also dictates a provisional resolution of dismissal for 35 files. The reasons are defective documentation, the exhaustion of the budget, the requested amount not reaching the minimum of 300 €, and the loss of ownership of the farm.

• Defective documentation: Javier González Maceda (2026/CCP_01/001429), Verónica Arias López (2026/CCP_01/001437) or Casa do Alcalde, SC (2026/CCP_01/001462), among others.
• Budget exhaustion: CMVMC Teniente y Xistral (2026/CCP_01/001503), Ganadería o Erbedal, SC (2026/CCP_01/001514) or José Prado Díaz (2026/CCP_01/001515).
• Amount below the minimum: María Vanesa Goyanes Álvarez (2026/CCP_01/001447) and Francisca Buide Flores (2026/PES_03/011613).
• Loss of ownership: Manuel Álvarez Gómez (2026/CCP_01/001464).

Furthermore, several admitted files are partially dismissed for exceeding the maximum amount per beneficiary (Base 5) or due to the exhaustion of the program budget (Base 2).

Allegations and definitive character

Notification is made through publication in the BOP of Lugo and on the Deputación portal (www.deputacionlugo.gal), with a period of ten business days starting from the day following the publication. If the hearing process ends without allegations, the provisional agreement will acquire a definitive character and will be published in the same media.

The announcement is signed in Lugo on September 21, 2026, by the delegated deputy of the Area of Economic and Social Promotion, Pablo Rivera Capón, by delegation of the president according to the Decree of January 14, 2026.

The distribution has a direct effect on the primary sector of the province: the grants compensate for the extra cost of maintaining specimens of threatened breeds and reach both small family farms with two or three animals and livestock societies with more than a hundred specimens. The conservation of these genetic stocks is the central objective of the Morenas program, therefore the provisional resolution published today marks the previous step to the effective payment of the grants.
