The Provincial Council distributes 1.55 million for the basic home help service

The Provincial Council of Ourense has approved the adhesions to the BenOurense cooperation program for the basic home help service (basic SAF) for the 2026 financial year and has declared the corresponding grants awarded, with a total budget of 1,549,999.96 euros. The decision was adopted through the Presidency Resolution no. 2026/12937, dated September 3, 2026, published in the Official Gazette of the Province of Ourense on September 8, 2026.
The program benefits 77 local entities —74 councils and 3 associations of municipalities (mancomunidades)— which encompass all councils in the province with fewer than 20,000 inhabitants, with the sole exception of the Council of Cortegada. All applications were submitted within the deadline, until July 21, 2026, and comply with the provisions of base IV of the regulatory bases, published definitively in BOP no. 121, of June 30, 2026.
Two funded actions
The program is structured into two grant lines, the economic distribution of which was carried out according to the criteria of base III of the regulatory bases, following the technical report from the Welfare Area on September 2, 2026:
- Action 1: Digitalization of the SAF, with 124,000 euros distributed among the 46 entities that adhered to this line.
- Action 2: Co-financing of the basic SAF, with 1,425,999.96 euros distributed among the 77 adhered entities, once the generated economic surplus was incorporated.
The highest amounts
Among the beneficiary entities, the three associations of municipalities and the most populous councils stand out, receiving the highest amounts:
- Mancomunidade Terras de Celanova: 113,550.45 €
- Council of O Barco de Valdeorras: 54,163.41 €
- Council of O Carballiño: 57,205.74 €
- Council of Verín: 56,193.93 €
- Council of Xinzo de Limia: 55,847.62 €
- Mancomunidade O Carballiño: 50,327.03 €
- Mancomunidade O Ribeiro: 41,215.02 €
Resources and deadlines
The resolution ends the administrative route. A request for annulment may be filed against it, prior to a contentious-administrative appeal, before the same body that issued it, or a contentious-administrative appeal before the Contentious-Administrative Court of Ourense, both within a period of two months from the day following publication. Both routes cannot be pursued simultaneously, and the deadline for the contentious-administrative appeal does not count during the month of August.
The resolution was signed by the delegated deputy for Social Policies, Conciliation, and Active Aging, Ana Patricia Torres Madureira, by virtue of the delegation of Resolution 2023/9863, of July 31, 2023.
This economic injection reinforces an essential service for dependency care and active aging in rural Ourense, where digitalization and the co-financing of the basic SAF allow small councils and associations of municipalities to maintain and improve home care for elderly and dependent people, a key element for fixing the population in the territory.
