The Provincial Council reopens the lists of interim architects for small councils

The Provincial Council of A Coruña has reopened the application period for the creation of provincial lists of interim civil service personnel for architect and technical architect positions in the municipalities of the province with a population of fewer than 20,000 inhabitants. The decision, adopted by resolution of the president Valentín González Formoso on August 19, 2026, was published in the Official Gazette of the Province of A Coruña number 166, on Tuesday, September 1, 2026, through announcements 2026/5555 and 2026/5556.

An error in the interpretation of the rules

The specific rules of the call were published in full in BOP number 99, on May 28, 2026. Rule 4.1 established that the application period would be twenty (20) calendar days, counted from the day following the publication of the call announcement.

However, as a result of an erroneous interpretation of the regulatory rules, a large number of applicants submitted their requests for participation within the twenty calendar days following the initial publication. Based on reasons of public interest, efficiency, and administrative economy, the Council considered it appropriate to admit those applications for processing.

Two lists, two professional groups

The reopening affects two parallel calls, each with its own announcement:

• Announcement 2026/5555 — architect positions, Group A1, special administration scale, technical sub-scale, senior technicians class.
• Announcement 2026/5556 — technical architect positions, Group A2, special administration scale, technical sub-scale, middle technicians class.

In both cases, the selection process is intended for the creation of a provincial list for the selection of interim civil service personnel in the municipalities of the province of A Coruña with a population of fewer than 20,000 inhabitants.

What is resolved and appeal deadlines

The resolution agrees on three points: to open the application period, to publish the successive announcements of the call in the BOP and/or on the Council’s electronic headquarters, and to consider as admitted the applications submitted during the twenty calendar day period counted from the publication of the rules on May 28, 2026.

Against the resolution, which exhausts the administrative route, interested parties may:

• File an optional appeal for reversal before the president of the Provincial Council of A Coruña, within one month from the day following publication.
• Directly file a contentious-administrative appeal before the Contentious-Administrative Section of the corresponding court of instance, within two months.

The resolution bears the signature of the president Valentín González Formoso and the general secretary Miguel Iglesias Martínez. The measure corrects a situation affecting many applicants who, due to an error in the interpretation of the rules, risked being left out of a key process for access to technical positions in the small municipalities of the province, thus guaranteeing equal opportunities in access to interim public employment.
