Por FactBox Admin

The president of the Provincial Council of Ourense, Luis Menor Pérez, signed 25 decrees appointing 39 people as permanent staff in the institution’s personnel framework, including career civil servants and permanent labor staff. The resolutions are published in the Official Gazette of the Province of Ourense no. 200, dated October 19, 2026, in section I. Provincial Council of Ourense, with references R. 2.384 to R. 2.414. The appointed candidates must take office within a maximum period of one month from the date of publication.
The framework: the 2024 public employment offer
This is the largest intake of permanent staff for the Council in years. Thirty-eight of the 39 positions correspond to the 2024 public employment offer, corresponding to the general replacement rate of 120%, with bases approved by Presidential Resolution on June 17, 2025, and published in the BOP on July 4, 2025. The remaining position, a general administration assistant, comes from the 2021 offer, with bases approved by Resolution on October 14, 2024, and published in the BOP on October 30, 2024.
Of the total, 25 positions are for permanent labor staff and 14 for career civil servants. Eight were filled through internal promotion and 31 through the open quota, via competitive examination or contest-examination. The decrees are dated October 1, 2026, except for those for the doormen, dated October 5.

Two substitutions in the list of successful candidates
The decree for the porters states that on July 24, 2026, the tribunal proposed Juan Manuel Romero Rodríguez and Carlos Fernández Valladares. The documentation submitted by the latter did not comply with the thirteenth basis of the call, therefore his appointment was not carried out and the next candidate, Rosa María Álvarez Míguez, who submitted the documents in a timely and proper manner, was notified.
In the case of the auxiliary technicians in the environment, Andrés Bobe Gómez submitted a written resignation on July 27, 2026, regarding the tribunal’s appointment proposal dated July 2, 2026. The position was filled by María del Carmen Castro Taboada, while Bobe Gómez was appointed as a senior technician in environmental education and control.
One-month deadline and appeal process
The resolutions warn that anyone who does not take office within the month, without justified cause, will lose their status as permanent staff and all rights acquired through the appointment. An appeal for reversal may be filed against each decree before the Presidency within one month or, alternatively, a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Ourense within two months, without both avenues being compatible.
The joint publication of these 25 decrees consolidates a significant part of the Deputación’s structural staff in a few weeks, from senior technicians to trades and service personnel, and closes a selection process that began with the bases of June 2025. For the councils and provincial services, this translates into greater operational capacity as early as this autumn.
