The Deputación finalizes the prizes for the 2026 athletes' rally

The Governing Board of the Provincial Deputation of Lugo has finalized the awarding of prizes for individual athletes from the province in the discipline of motor sports, specifically asphalt, dirt, or mountain rally, historic vehicles, and alternative energies, corresponding to the year 2026. The agreement, adopted in the session of August 7, 2026, was published in the Official Gazette of the Province of Lugo (BOP) no. 212, on Wednesday, September 16, 2026, under reference R. 2438.

The final award occurs after the hearing process concluded without any allegations being filed, as provided for in the provisional agreement published in BOP no. 185, on August 14, 2026 (R. 2215). The announcement will also be disseminated on the Deputation’s website, in the section “Prizes for rally athletes 2026”.

A two-phase procedure

The final agreement is the result of a competitive bidding procedure regulated in the call’s guidelines, particularly in the tenth guideline, relating to award agreements and notifications. The provisional award, approved by the Governing Board on August 7, granted beneficiaries a period of ten business days to present allegations, counted from the publication in the BOP.

As no allegations were presented, the provisional agreement acquired a definitive character. In accordance with Article 45 of Law 39/2015, of October 1, on the common administrative procedure of public administrations (LPACAP), the resolution is not notified individually, but rather through publication in the BOP and on the Deputation’s website.

Beneficiaries and amounts

The final list includes 40 beneficiary athletes, with a total amount of 45,000 euros. The amounts range between 372 and 2,500 euros, depending on the score achieved according to the valuation criteria of the guidelines. Among the maximum prizes of 2,500 euros are:

  • Pablo Sánchez Sánchez
  • Adrián Díaz Pérez
  • Ánxel Vizoso López
  • Francisco Dorado Vizcaíno
  • Shirley María Fernández Bellas
  • José Antonio Alonso Liste

Other notable beneficiaries are David Pena Roca (631 €), Clemente Alves Bello (619 €), Miguel Villanueva García (766 €), César Gonzalves Pereira (1,002 €), Héctor Pérez Fernández (1,317 €), Marcos Díaz Días (2,229 €), and Miguel Ratón Soengas (2,218 €).

Rejected applications

The agreement also lists the applications that were not successful. Diego Fente Cabo was rejected for failing to prove possession of the 2026 federative license (guideline 2B), while Brais Basanta Díaz, Marcos Otero Cortiñas, Bruno Varela Ulloa, Mario Saa Fernández, and Rubén Cela García did not reach the minimum score to achieve the minimum amount provided for in the fourth guideline. For their part, Francisco Rigueira Fernández and Antonio Martínez Martínez withdrew their applications.

Appeal deadlines

Against this agreement, which concludes the administrative process, interested parties may optionally file a request for reconsideration (recurso de reposición) before the same body that issued the act within one month of its publication in the BOP, or a contentious-administrative appeal before the Administrative Litigation Court of Lugo within two months. If the request for reconsideration is chosen, the contentious route cannot be pursued until the former is expressly resolved or a dismissal occurs due to administrative silence.

The agreement was signed in Lugo on September 10, 2026, by the provincial deputy Pablo Rivera Capón, acting on behalf of the presidency, and by the secretary José Antonio Mourelle Cillero.

The final publication closes the award cycle for these prizes, which provide direct financial support to drivers in the province and consolidate the Deputation’s backing of grassroots motorsport, both in asphalt and dirt modalities, as well as in historic vehicles and alternative energies.
