The Provincial Council expropriates nine plots for pedestrian mobility in As Neves

The Provincial Council of Pontevedra summons the owners of nine plots affected by the project “Improvement of pedestrian mobility on EP 4204 As Neves-Estación, from km 0+576 to km 2+036 (Municipality of As Neves)” to the drawing up of the minutes prior to occupation, which will be held on Thursday, October 1, 2026, in the Plenary Hall of the As Neves Town Hall. The announcement is published in the Official Gazette of the Province of Pontevedra (BOPPO) of Monday, September 14, 2026, number 176.

An expropriation declared as urgent occupation

The Plenary of the Provincial Council of Pontevedra, in its ordinary session on June 26, 2026, definitively approved the project and the expropriation file, with the declaration of urgent occupation for the purposes of the compulsory expropriation of the assets and rights necessary to execute the works. The summons is processed in accordance with rules 2 and 3 of article 52 of the Law of December 16, 1954, on compulsory expropriation.

The list of affected parties will be made public in the BOPPO, the Official State Gazette (BOE), and in two newspapers, and will be displayed on the notice board of the As Neves Town Hall and in the Infrastructure and Provincial Roads Service of the Council. These publications, under article 45 of Law 39/2015, of October 1, on the common administrative procedure, shall serve as notification to unidentified interested persons, unknown owners, and those whose whereabouts are unknown.

The nine plots and their owners

The drawing up of the minutes will take place in hourly shifts, according to the following list of plots and cadastral owners:

  • Plot 10 (ref. 36034A011000970000HF): Heirs of Jose Fernández Rocha, at 10:00.
  • Plot 26 (ref. 36034A037001970000HL): Elvira Gómez Álvarez, at 10:30.
  • Plot 28 (ref. 36034A037001720000HO): Francisco Antes Rodríguez, at 11:00.
  • Plot 33 (ref. 36034A038003000000HP): Eloy Alonso Groba and Romina Fernández Veiga, at 11:30.
  • Plot 35 (ref. 36034A038002760000HK): Heirs of Emilio Rocha González, at 12:00.
  • Plot 38 (ref. 36034A038002810000HD): TRIEXPANSION, SL, at 12:30.
  • Plot 39 (ref. 36034A038003760000HX): Mónica Rodríguez González, at 13:00.
  • Plots 29 and 34 (refs. 36034A037001960000HP and 36034A038003680000HM): third party of expropriation, at 13:30.

Documentation and payments

The owners must attend personally or be represented by a duly authorized person, providing documents proving ownership, the DNI (ID), the last receipt of the real estate tax, and a current bank account certificate with IBAN and BIC codes. They may be accompanied, at their own expense, by experts and notaries.

Once the minutes have been drawn up, and in accordance with article 49 of the Compulsory Expropriation Regulations of April 26, 1957, the payment of advance deposits and compensation for rapid occupation will be carried out via bank transfer. If the bank certificate is not provided, the amount will be deposited in the General Deposit Fund, according to article 51 of the same regulation. In the case of land in the name of heirs, the succession must be accredited and identified with a DNI.

A step towards the improvement of pedestrian mobility

Expropriation is a necessary administrative step to clear the land that will allow for the improvement of pedestrian mobility on a stretch of nearly 1.5 kilometers of the provincial road EP 4204 between As Neves and the station. The declaration of urgent occupation accelerates the deadlines, but requires those affected to appear at the act of October 1 to guarantee the collection of their compensation, therefore the call has a direct impact on owners and heirs within the municipal district.
