A Deputación expropia 17 fincas en Baltar para mellorar a estrada OU-1110

The Provincial Council of Ourense calls for the drawing up of the minutes prior to the urgent occupation of 17 properties affected by the conditioning and comprehensive improvement works of the road OU-1110 Baltar (OU-304) – Randín (OU-303), in the municipality of Baltar. The owners and other interested parties are summoned on October 19 at the Town Hall of Baltar, according to the decree published in the Official Gazette of the Province of Ourense on October 8, 2026 (official reference 352866).

The substantive decision was adopted by the Governing Board of the Provincial Council of Ourense in its ordinary session on September 21, 2026, in which it agreed to declare the “necessity of occupation, with urgent character,” of the assets and rights affected by the compulsory expropriation. The procedure is based on article 52, second and third paragraphs, of the Law of December 16, 1954, on compulsory expropriation, which allows for the acceleration of the occupation of land when reasons of urgency exist.

The decree was signed by the delegated deputy for Provincial Administration, Transparency, Emergencies, and Cross-border Cooperation, Plácido Álvarez Dobaño, by virtue of the delegation approved by Resolution 2023/9863, of July 31, 2023. The text is dated October 6, 2026, and has registration number R. 2.416.

Seventeen properties in polygons 16 and 17

The file affects 17 plots located in polygons 16 and 17 of the municipal district of Baltar, with uses ranging from rain-fed farming and meadows to scrubland and communication routes. Among the owners are:

  • Constantino Díaz López and José Díaz López, owners of several plots in both polygons.
  • Manuel Ojea Cuquejo, with three rain-fed farming properties.
  • Manuel López Díaz, with two properties.
  • Juan Antonio Lage Feijoo and Concepción López Feijoo.
  • The heirs of María Campo Veloso and the heirs of José Lama Salinas.
  • The Baltar City Council, owner of two plots classified as communication routes.

The appointments are concentrated on a single day, October 19, with fifteen-minute slots: at 11:00 hours, the owners of properties 1, 25, 31, 44, 53, 54, and 63 are summoned; at 11:15, those of properties 8, 61, and 62; at 11:20, those of properties 11 and 13; and at 11:30, those of properties 16, 23, 27, 37, and 48.

Allegations and consultation of the file

Until the time the minutes are drawn up, interested parties may submit in writing to the Provincial Council allegations intended solely to correct possible errors in the description of the properties affected by urgent occupation. They may also examine the file, which contains the characteristics of the plots and the details of the assets subject to expropriation along with their rights and accessories.

The failure of the summoned parties to appear will not prevent the appropriate minutes from being drawn up, the announcement warns. For any inquiries, the Expropriations Office (Negociado de Expropiacións) is available at rúa do Progreso number 32, 32003 Ourense, by telephone at 988 317535 and at the email address expropiaciones@depourense.gal.

The call opens the decisive procedure for the affected owners, who must appear personally or by representation to determine on-site the surface area and the assets to be occupied. From that moment, the expropriation process is formalized for a road project that directly affects residents of Baltar and may result in compensation or a deposit prior to occupation.
