A Deputación expón as expropiacións da OU-0213 en Pontedeva con 27 fincas

The Provincial Council of Ourense presents to the public the list of 27 owners, assets, and rights affected by the compulsory expropriation for the conditioning and comprehensive improvement works of road OU-0213, on the section Crespos (OU-414) – Ponte Cantiño (OU-193), in the municipality of Pontedeva. The announcement was published in the Official Gazette of the Province of Ourense on October 2, 2026, under the work key 26 prx 0031. The affected holders have fifteen business days to examine the file and submit any allegations they deem appropriate.

The exhibition is carried out under article 18.1 of the Compulsory Expropriation Law, which requires the list of affected assets and rights to be submitted for public information before proceeding with the expropriation process. The file and the technical project are available to interested parties at the Heritage and Expropriations Section of the Provincial Council of Ourense.

The announcement was signed in Ourense on September 29, 2026, by the delegated deputy for Provincial Administration, Transparency, Emergencies, and Cross-Border Cooperation, Plácido Álvarez Dobaño, by delegation of Resolution 2023/9863, of July 31, 2023. The publication in the provincial gazette also serves as notification for interested parties who are unknown or whose address is ignored, in accordance with Law 39/2015, of October 1, on the common administrative procedure.

The expropriation is the second visible phase of the project: on September 21, 2026, the Council had already submitted the work file for public information for a period of twenty business days, through an announcement signed by the president, Luis Menor Pérez (reference R. 2.194), which can be consulted at the Roads and Works Service of the Pazo Provincial.

The affected properties

The published list includes 27 properties located in polygons 20, 21, and 23 of the municipality of Pontedeva, all of which are classified as non-urbanizable land. The affected domain area totals 1,177.23 square meters.

  • Property 22, polygon 21, plot 95: Casimiro Gómez Riverz, 169.59 square meters, the largest on the list.
  • Property 3, polygon 21, plot 841: Casimiro Gomez Rivera, 127.73 square meters.
  • Property 6, polygon 21, plot 850: Jose Benito Rodriguez Senra, 122.44 square meters.
  • Property 23, polygon 23, plot 169: Juan Carlos González Guerrero, 1.49 square meters, the smallest area.
  • Property 27, polygon 23, plot 179: M.ª Teresa Senra Rodríguez, 3.15 square meters.

The owners

Most of the properties belong to residents of the municipality itself, with several holders appearing in more than one plot.

  • Heirs of Fortunato Gómez Domínguez: estates 1, 7 and 15.
  • Juan Carlos González Guerrero: estates 4, 19 and 23.
  • M.ª Teresa Senra Rodríguez: estates 25 and 27.
  • Other holders: Heirs of Manuel Meleiro Zorrilla, Dolores Ojea Rodriguez, Jose Manuel Rodríguez Pérez, Carmen Álvarez Álvarez, Benito Fernández Rodríguez, Teresa Carmen Rodríguez Senra, Victor Casiano Gómez Rivera, Carmen González Alen, M.ª Carmen Iglesias Rodríguez, M.ª Teresa García Díaz, Purificación Salgado Del Rio, Antonio Álvarez Fernández and Julio Fernández González.

Five of the estates are listed in the name of heirs —of Fortunato Gómez Domínguez, Manuel Meleiro Zorrilla, Juan Pérez Rodríguez, Laura Álvarez Álvarez and Carmen Guerrero Vázquez—, which requires the identification of the successors before closing the occupation agreements.

Deadlines and channels for appeals

  • Deadline: fifteen business days from the day following the publication of the announcement in the Official Gazette of the Province of Ourense.
  • Consultation of the file and the project: Heritage and Expropriations Section.
  • Information: Monday, Tuesday and Friday at the Expropriations Office, rúa do Progreso, number 32, 32003 Ourense; telephone 988 317 535; email expropiaciones@depourense.es.
  • Dissemination: in addition to the provincial gazette, the announcement will be published in a newspaper and on the notice board of the Pontedeva town hall.

The publication opens the process in which residents can dispute the area, ownership or valuation of the land before the Provincial Council of Ourense approves the occupation. For those affected, the fifteen-business-day period is the only opportunity to file an appeal within the expropriation procedure, and the list includes several cases of unresolved inheritances that may complicate the identification of the legitimate holders.
