A Deputación destina 75.000 euros ás agrupacións de protección civil en 2027

The Provincial Council of A Coruña has approved the regulatory bases for the grant program for activities of civil protection volunteer groups, associations, and associations of groups in the province, endowed with 75,000 euros for the year 2027. The call, processed under a competitive bidding regime, is published in the Official Gazette of the Province of A Coruña number 213, Friday, November 6, 2026, with the official reference 2026/7167.

Framework of the call and amounts

The bases were approved by resolution of the Presidency and bear the signature of the president, Valentín González Formoso, and the general secretary, Miguel Iglesias Martínez, in A Coruña on October 30, 2026. The program is identified as DP0032/2027 and is managed by the Territorial Development, Productive Sectors, Sustainable Employment, and Ecological Transition Service, through the Productive Sectors Section: sea and rural environment.

The regulation is integrated into the Provincial Strategic Grant Plan 2025-2027, approved by the Plenary of the corporation on September 27, 2024, and is governed by the general ordinance on grants and transfers of the Provincial Council of A Coruña. The fixed amounts are as follows:

  • Call amount: 75,000.00 euros (budget application 0520/1350/481), modifiable by budget adjustment.
  • Expenditure budget per project: between 5,000 and 15,000 euros.
  • Grant to be awarded: between 1,000 and 12,000 euros.
  • Financing: from 20% to 80% of the eligible budget.

Who can apply for the aid

Non-profit entities with a tax domicile in the province, or those that prove that the activities will be carried out within the territorial scope of A Coruña, and which consist of a minimum of five members, may apply. Collaboration with the corresponding municipality, provided it has fewer than 50,000 inhabitants, is proven through three alternative ways: an agreement signed with the town hall, the presence of a member of the corporation on the entity’s board, or statutes approved by the municipality itself.

Excluded from the program are hunters’ associations, mountain communities, agricultural, livestock, and forestry entities, cultural and sports associations, and neighborhood and women’s associations. Only one application per person or entity is permitted.

Which expenses are financed

The eligible actions focus on the maintenance and reinforcement of the services that the groups provide to the citizenry:

  • Purchase of non-inventoriable clothing specific to the activity, with a duration of less than one year.
  • Training: teacher courses and didactic material.
  • Organization of workshops and congresses aimed at volunteers and the general public to disseminate self-protection.
  • Remuneration and social security of the administrative staff of the group, association, or association of groups.

Travel, subsistence, accommodation, and protocol expenses are excluded, as well as financial expenses, repairs and maintenance, and all inventoriable material. The assigned personnel must be justified in the activity report.

Deadlines, valuation, and compatibility

Activities must be executed between January 1 and December 31, 2027; exceptionally, supporting documents issued before January 16, 2028, will be accepted. The justification shall be submitted starting from the day following the publication of the final award resolution, and the deadline ends on March 31, 2028, at 2:00 PM.

The scale distributes 100 points across four criteria of 25 each: the requested financing coefficient, the number of members in the group, priority for municipalities with the lowest number of inhabitants according to the latest census published by the National Statistics Institute, and the number of vehicles owned by the entity.

The grants are compatible with other subsidies from other administrations or public and private entities, but incompatible with other lines from the Provincial Council itself, except for those of program DP0033/2027, aimed at investments and endowed with 115,000 euros, which is published in the same issue of the bulletin under reference 2026/7168. Beneficiary entities must display the provincial logo, maintain dissemination materials in Galician, and use non-sexist language.

Impact for the territory

The line continues the provincial support for local emergency groups, which operate in small municipalities with limited resources and whose capacity depends largely on this financing to train volunteers, equip themselves, and cover administrative staff. The specific call for applications will be published in the BOP through the National Grants Database, at which time the submission deadline will be set.
