The president of the Provincial Council of Ourense, Luis Menor Pérez, has delegated to provincial deputy Xosé Miguel Pérez Blecua the responsibility for the Area of Innovation, SDGs and Agenda 2030. The decision was formalized in Presidency Resolution No. 2026/15345, dated October 20, 2026, published in the Official Gazette of the Province of Ourense on October 22, 2026, in section I (Provincial Council), with official reference 2.541.
The delegation comes after the provincial Presidency revoked the competencies that until now had been attributed in this matter to deputy Jorge Pumar Tesouro. According to the announcement itself, it was Resolution No. 2026/10928, dated July 13, 2026, which agreed to revoke the competencies delegated to the Area of Innovation, SDGs and Agenda 2030, granted by Provincial Resolution No. 2023/9863, and to take note of Pumar Tesouro’s resignation from the exclusive dedication regime, revoked as of that date.
The resolution justifies the change based on “reasons of efficiency and organization and distribution of responsibilities among the members of the government team.” The new competencies are added to the special ones already delegated in matters of new technologies, demographic challenge and revitalization of the rural environment, in accordance with article 63.4 and 5 of the ROF (Regulation of organization, operation and legal regime of local entities).
The five delegated attributions
The agreement details the powers of the Presidency that Pérez Blecua will now exercise by delegation:
- Acts of initiation, processing and resolution in all types of subsidy procedures processed by the Area of Transparency and Open Government, including economic management (including the ordering of payments) and the representation of the Council in monitoring commissions for agreements, plans or cooperation programs.
- Acts of execution of agreements, plans or cooperation programs and assistance to municipalities and other local entities of the province in the matters of his area, except those corresponding to the delegated deputies of Treasury and Provincial Administration.
- Acts of initiation, processing and resolution in procedures relating to the exercise of rights provided for in the Organic Law on the protection of personal data and guarantee of digital rights and in the General Data Protection Regulation.
- Acts of initiation and necessary procedures for the promotion and direction of the technological and innovation strategy of the provincial public sector.
- Acts of initiation, processing and resolution in procedures relating to the implementation and monitoring of the SDGs and Agenda 2030.
Capacity to resolve appeals
The resolution specifies that all listed delegations include, in either case, the power to resolve appeals or claims filed through administrative channels. In this way, the deputy assumes not only the ordinary management of the area, but also the response to challenges that interested parties may present against the acts issued in the exercise of these competencies.
The text concludes with the mandate to publish the agreement in the provincial bulletin “for general knowledge,” which makes the date of publication the reference point for the administrative effects of the delegation.
Appeal process
An appeal for reversal (recurso de reposición) may be filed against the resolution before the same body that issued it, within a period of one month, or, alternatively and directly, a contentious-administrative appeal before the Contentious-Administrative Court of Ourense within a period of two months. Both appeals cannot be pursued simultaneously.
The deadlines are counted from date to date starting from the day following the receipt of the notification and expire on the equivalent day of the following calendar month or, if it does not exist, on the last day of that month; if the expiration falls on a non-working day, it is extended to the first following working day. During the month of August, the deadline for the contentious-administrative appeal does not run, except in the procedure for the protection of fundamental rights.
The reorganization directly affects the distribution of power within the provincial government team: a transversal area, which manages subsidies, data protection, and the roadmap for the Sustainable Development Goals, passes into the hands of a new deputy and expands the competencies already being exercised. For the municipalities and local entities of the province, the change implies a new interlocutor for the agreements and cooperation programs linked to innovation and Agenda 2030.
