The Deputación de Pontevedra eases the payment of grants to neighborhood associations

Por FactBox Admin

A Deputación de Pontevedra flexibiliza o pagamento das axudas ás asociacións veciñais

The Governing Board of the Deputation of Pontevedra approved in its ordinary session on October 2, 2026, the modification of the eighteenth base of the regulatory bases and of the first call for grants to finance goods and services in events or activities carried out by neighborhood associations and rural women’s associations in the province. The agreement, number 20.37776, is published in the Official Gazette of the Province of Pontevedra (BOPPO) no. 197, of October 13, 2026, under file 2026007081.

A change to facilitate justification

The agreement modifies the eighteenth base, relating to the justification and payment procedure, of the Goods and Services Program 2026. Until now, beneficiary entities had to prove the payment of invoices before submitting the justification. With the new text, they may include in the justification account invoices for expenses already incurred that are pending payment at the time of their submission.

Once the grant is paid by the Deputation of Pontevedra, the entity must pay the pending expenses within a maximum period of one month and present to the provincial Administration the documentation proving the effectiveness of those payments. The modification has retroactive effects from the date of publication of the regulatory bases.

Recipients and purpose

The grants are aimed at:

  • Neighborhood associations of the province of Pontevedra.
  • Rural women’s associations of the province.

These are non-profit entities that, according to the report from the head of the Cooperation Service, may have limited financial and treasury capacity, which makes it difficult to advance the payment of eligible goods and services with their own resources. The purpose of the program is to support the organization of events and activities, financing the necessary goods and services, to strengthen the associative fabric and socially and economically revitalize the territory.

The bases were initially approved by the Governing Board in the session of May 22, 2026, and published in BOPPO no. 114, of June 17, 2026. The call appears in the National Grants Database with the identifier 912155.

The modification is based on:

  • Article 31.2 of Law 38/2003, of November 17, general law on grants.
  • Article 29.2 of Law 9/2007, of June 13, on grants in Galicia.
  • Article 23.6 of the General Grant Ordinance of the Deputation of Pontevedra.

The agreement was adopted unanimously, with reports from the head of the Cooperation Service and the provincial intervention, and does not imply an advance payment of the grant nor a reduction of the justification obligations or control mechanisms. An optional appeal for reversal may be filed against it within one month or, directly, a contentious-administrative appeal.

Publication and effects

The extract of the agreement, signed by president Luis López Diéguez on October 9, 2026, refers to the full text available on the electronic office of the Deputación de Pontevedra. The modification does not alter the object or purpose of the grants, nor the access conditions, nor the awarding criteria.

The measure responds to a reality noted in the file itself: many neighborhood associations and rural women’s groups execute the activities and receive the invoices, but lack the liquidity to pay them before receiving the subsidy. With the new regime, the actual payment is shifted to after the disbursement by the Deputación, which may facilitate access to the program for small entities and prevent them from renouncing grants already awarded due to a lack of treasury.
