A Deputación de Ourense convoca un curso de seguridade en espazos confinados

The Provincial Council of Ourense announces a new edition of the course on specific occupational risk prevention in works within confined spaces, aimed at brigade and trade personnel of the local Administration of the province. The call is published in the Official Gazette of the Province of Ourense on October 7, 2026, under the Presidency Resolution of 02/10/2026 and no. 2026/14587, and the deadline for submitting applications ends on October 13, 2026.

The Provincial Council of Ourense designs its grouped continuous training Program every year, intended for training actions aimed at the personnel of the local Administration of the province. In the 2026 plan, among other actions, an edition of the course on safe work procedures and techniques —specific OSH— in works within confined spaces is planned, identified by the code AF-43.1-2026.

The competence for the call corresponds to the Presidency, in accordance with article 34.1 of the Local Regime Base Law, and its exercise is delegated to the first vice-president and delegated deputy for Human Resources by Resolution of August 3, 2023, published in the BOP on August 11, 2023. The announcement is signed in Ourense on October 5, 2026, by Marta Nóvoa Iglesias, vice-president and delegated deputy for Human Resources, by delegation of Decree 03/08/2023 (BOP no. 184, of August 11, 2023).

A six-hour in-person action in Valdeorras

The course will be developed in a single edition and with an eminently practical format, according to the bases approved along with the call:

  • Modality: in-person.
  • Duration: 6 teaching hours.
  • Date of execution: October 15, 2026.
  • Schedule: from 8:00 to 14:30 hours.
  • Location: Valdeorras Regional Firefighters Park, in Rúa.
  • Places offered: 15 participants.
  • Number of editions: one.

Target personnel and selection criteria

The training action is aimed at three groups of the local Administration:

  • Personnel of the Provincial Council of Ourense and other local entities that are part of the infrastructure or environment area brigades.
  • Workers of the Valdeorras Water Consortium of the Provincial Council of Ourense.
  • Trade personnel of the local Administration of the province who perform maintenance and conservation tasks, or repair of municipal buildings and installations.

Preference will be given to workers of local entities adhered to the 2026 continuous training Program of the Deputación de Ourense; complementarily, and for vacant places, personnel in the service of the state and regional Administration may gain access. In the selection, the relationship between the functions of the position and the contents of the course, the type of personnel and the professional group or category —with preference for permanent staff over contracted staff— and seniority in the Administration will be valued. The list of admitted persons will be approved by the Presidency by resolution and will be posted on the electronic headquarters of the Deputación.

Contents, objectives and certification

The program covers 22 headings, including applicable legislation, the definition, categories and identification of confined spaces, gases and oxygen-deficient, combustible or toxic atmospheres, detection devices, ventilation, preventive measures, personal protective equipment and self-contained breathing apparatus, entry permits, external control, self-rescue and techniques for the rescue and evacuation of unconscious operators.

The objectives are to prepare personnel to safely access these spaces, reduce occupational accidents and derived sequelae, raise awareness about the risks and necessary protective equipment, and practice different methods for evacuating accident victims. Attendance and punctuality are mandatory in all face-to-face sessions; lack of attendance, even if justified, may not exceed 15% of the teaching hours, under penalty of not obtaining the certificate.

How to submit the application

Applications, according to the official model in Annex II, shall be sent to the Training Section of the Provincial Deputación via electronic submission in the general document registry, available at the electronic headquarters sede.depourense.gal, or by any of the means provided for in article 16.4 of Law 39/2015. Each application must include a report from the head of the service or department regarding attendance at the course, to confirm the status of local public worker. The falsity or concealment of essential data entails automatic exclusion and the impossibility of participating in other activities of the Deputación for one year. Interested persons can obtain information about their admission at the telephone number 988 317 580.

An appeal for reversal may be filed against the act before the same body within one month, or, alternatively, a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Ourense within two months, without both being compatible.

The call for applications responds to the obligation to guarantee training in risk prevention for a particularly dangerous type of work, which directly affects municipal brigades and maintenance personnel throughout the province. With 15 available positions and a deadline that closes on October 13, interested parties must formalize their application as soon as possible via the provincial electronic office.
