The Provincial Council of Lugo submits two paving projects for public review

The Provincial Council of Lugo has submitted for public information two pavement rehabilitation projects on provincial roads in the municipalities of Monterroso and As Nogais. The announcement, signed in Lugo on October 9, 2026, by the general secretary José Antonio Mourelle Cillero, is published in the Official Gazette of the Province of Lugo no. 237, dated October 16, 2026, with reference R. 2771. The two projects and the affected sections

The announcement includes two separate files, each with two sections of action on provincial roads:

• 2026/CON_02/000094 — Monterroso: pavement rehabilitation by sections on the LU-P-3301 “Monterroso (N-640) – Marco (N-547)”, from kilometer point 0+000 to 3+760, and on the LU-P-3306 “Leborei (LU-P-3301) – Fufin – Tarrio”, from kilometer point 0+000 to 3+844.
• 2026/CON_02/000095 — As Nogais: pavement rehabilitation on the LU-P-0707 “Armesto (LU-631) – Torés – Nogais (LU-P-3702)”, from kilometer point 15+387 to 16+707, and on the LU-P-3702 “As Nogais (N-VIa) – Nullán – Lamas (LU-P-0706)”, from kilometer point 5+015 to 7+000.

In total, the four sections add up to more than 15 kilometers of roadway distributed between the Ulloa region and the Lugo mountains, on roads that connect rural centers with the N-640, N-547, and N-VIa roads.

Deadline, calculation, and channel for allegations

The public exhibition period is governed by the following conditions:

• Duration: twenty (20) business days.
• Calculation: starting from the day following the publication of the edict in the Official Provincial Gazette.
• Who may object: legitimate persons or entities.
• What may be submitted: allegations, claims, or suggestions.
• Where to consult: the project is available on the transparency portal of the Provincial Council of Lugo, at portaltransparencia.deputacionlugo.org.

The publication in the provincial gazette is what determines the start of the period, so interested parties must count the twenty business days from the day following the insertion of the announcement.

Legal framework and effects of the procedure

The public information period is a mandatory procedure prior to the final approval of the projects. The invoked regulations —article 93 of Legislative Royal Decree 781/1986 and article 83 of Law 39/2015— guarantee that any legitimate person or entity can examine the file and make the observations they consider appropriate before the Council resolves.
