The Deputación de Lugo appoints 25 career officials in five categories

The Governing Board of the Provincial Deputation of Lugo has definitively resolved five selection processes and appointed 25 career civil servants, all destined for the provincial institution itself. The agreements were adopted in the session of September 25, 2026, and are published in the Official Gazette of the Province of Lugo (BOP) no. 223, of September 29, 2026, under references R. 2600, R. 2601, R. 2602, R. 2603, and R. 2604.

The appointments are distributed among the categories of assistant, ATS/DUE (Nursing), physiotherapy, occupational therapy, and porter, corresponding to the public employment offers of 2023, 2024, and 2025. The agreements are signed by the general secretary, José Antonio Mourelle Cillero, dated September 28, 2026, and resolve the procedures based on the proposals of the qualifying tribunals and the documentation accredited by the applicants.

The processes were governed by the general bases published in the BOP no. 101, of 06.05.2021, and by the specific bases of each call, made public during 2025. The Governing Board unanimously approved each of the proposals presented.

Five assistant positions and seven ATS/DUE positions

Agreement R. 2600 resolves the process to fill five assistant positions, from the general administration scale, assistant sub-scale, group C – subgroup C2, called via the competitive examination system and corresponding to the 2023 public employment offer. The specific bases were published in the BOP no. 267, of 20.11.2025. The appointed persons are:

• Hugo Rebolo López, position number 2082, assistant post entry number 316.
• Lourdes Gancedo Méndez, position number 982, assistant post entry number 1734.
• Alba Dopico Novo, position number 979, assistant post entry number 1723.
• Raquel Pardo Sánchez, position number 826, assistant post entry number 1253.
• Carmen María Hortas Alonso, position number I2009, assistant post entry number 1826.

Agreement R. 2601 fills seven ATS/DUE positions, from the special administration scale, technical sub-scale, middle technicians, group A – subgroup A2, corresponding to the 2023 and 2025 public employment offers and called via a competitive merit-based process (concurso-oposición). Those appointed are Maria Gorgoso Fernández (position 1002), Sandra Abelaira Cabo (1003), María Vanesa Vázquez Núñez (1004), Lucía Vila Cabana (1005), Marta Ulloa Méndez (1037), María Belén Barrio Prado (1038), and Avelina Solloso Fernández (1056).

Physiotherapy and occupational therapy

Agreement R. 2602 resolves four physiotherapist positions, also from group A – subgroup A2, linked to the 2023 and 2024 public employment offers. Those appointed are Luis Miguel Rivas Lozano (position 999), Vanesa Monjero Arboiro (1000), Rut Douton Rodríguez (1001), and Carmen Otero Ruíz (1026).

Agreement R. 2603 does the same with five occupational therapist positions, of the same scale and subgroup, corresponding to the public employment offers of 2023, 2024, and 2025. The appointed persons are Leticia Veiga Villarino (position 995), Alejandro López Vilarín (996), Lorena Arias Besteiro (997), Lucía Núñez Alonso (998), and Lourdes López Villar (1039).

In both cases, the specific calls and bases were made public in the BOP no. 216, of 19.09.2025, and the selection system was a competitive examination (concurso-oposición).

Four porter positions and disability quota

Agreement R. 2604 resolves four porter positions, from the general administration scale, sub-scale subaltern, professional groups, corresponding to the public employment offer of 2023 and called in the BOP no. 262, of 14.11.2025. The call reserved three positions for the general quota and one for the reserve quota for people with different abilities; as there were no applicants from the latter quota who passed the process, the reserved position was added to the general quota, according to base 9.2.

• Tania Penoucos Blanco, position number 2156, porter post entrance number 314.
• José Luis Río Valle, position number 1028, porter post entrance number 1815.
• Álvaro López Dosil, position number 1029, porter post entrance number 1816.

Appeals and effects

Against each of the agreements, which end the administrative route, an optional appeal for reversal may be filed before the Governing Board of the Provincial Deputation of Lugo within one month from the day following the publication in the BOP, or a contentious-administrative appeal before the Contentious-Administrative Court of Lugo within two months.

The 25 appointments consolidate positions that until now were covered temporarily and directly affect the Deputation’s hiring lists, which lose available personnel for calls. The final resolution of the processes closes a phase opened with the 2025 calls and opens the period for the selected persons to take office.
