Por FactBox Admin

The Provincial Council of Ourense announces a new edition of the Update Course in Life-Saving Rescue in Traffic Accidents (AF-58-2026), aimed at firefighters and personnel from the Supramunicipal Emergency Groups (GES). The call is published in the Official Gazette of the Province of Ourense on October 15, 2026, in section I, under the Presidency Resolution no. 2026/14909, dated October 9, 2026. The deadline for submitting applications ends on Thursday, October 22, 2026.
The action is part of the grouped continuous training Program that the Council of Ourense designs annually for the local Administration personnel of the province. The competence to convene this type of course corresponds to the Presidency, in accordance with article 34.1 of the Local Regime Base Law, and its exercise is delegated to the first vice-president and delegated deputy for Human Resources by Resolution of August 3, 2023, published in the BOP on August 11, 2023. The resolution is signed by the delegated deputy for Finance, Economy, and Human Resources, Marta Nóvoa Iglesias.
A 21-hour training in Salvaterra de Miño
The course is in-person and has a duration of 21 teaching hours, with a single edition. Classes are taught from 8:30 to 15:30 hours at the Seganosa Training Facilities, in Salvaterra de Miño. The resolution sets the implementation date from October 21 to 23, 2026, and the class sessions on October 28, 29, and 30, 2026.
The objectives are to update the handling of tools and life-saving rescue techniques in traffic accidents, with special attention to hydraulic and pneumatic tools, and to train in stabilization, approach, and extrication maneuvers for victims with safety, efficiency, and speed. The declared purpose is to increase the effectiveness of firefighter interventions in accidents with possible repercussions for people and to minimize their consequences.
Twelve places and a 30% reserve for the provincial station
The call offers 12 places and a single edition. The target recipients are:
- Personnel who carry out their professional activity in the fire departments of the local entities of the province.
- Personnel of the Fire Station of the Council of Ourense, located in the San Cibrao das Viñas Industrial Estate.
- Those responsible for the GES and the municipal Civil Protection and Emergency services.
30% of the places are reserved for personnel of the provincial station. Preference will be given to workers of the local entities adhered to the 2026 continuous training Program of the Council of Ourense. The selection will value the relationship between the functions of the position and the contents of the course, the status of permanent staff over contracted staff, and greater seniority in the public Administration.
Theoretical and practical program
The theoretical contents cover the review of hydraulic tools —spreaders, cutters, rams, pedal shears—, pneumatic tools, stabilization techniques, the composition of a vehicle’s structural elements, the zoning of the general operations area, glass treatment, safety guidelines, and active and passive systems such as airbags and seatbelts. The stabilization of vehicles in compromised positions, forced entries in special situations, and approach techniques are also addressed.
The practical part includes the organization and zoning of the approach scene, simple and complex stabilization exercises, victim extraction, use of cutting and punching tools, real practical intervention scenarios in different positions, approach in difficult access situations, and forced entries.
How to submit the application
Applications are submitted according to the official model published as Annex II and must include the report from the head of service or department regarding attendance at the course, in addition to the complementary documentation. Submission is electronic, via the General Registry of documents of the Deputación de Ourense, available on the electronic office, or at any of the places provided for in article 16.4 of Law 39/2015.
The falsification or concealment of essential data entails automatic exclusion and the impossibility of participating in another activity of the Deputación for one year. The list of selected persons will be approved by resolution of the Presidency and posted on the electronic office; interested persons may obtain information at the telephone number 988 317 580. Attendance and punctuality are mandatory, and absence exceeding 10% of the teaching hours prevents the issuance of the certificate of achievement.
The call may be appealed for reconsideration before the same body within one month or, directly, before the Contentious-Administrative Court of Ourense within two months, provided that both appeals are not pursued simultaneously.
The call comes at a time when practical training in extrication is decisive for the emergency services of the province, and limits the available places to 12 for all target personnel. For municipal firefighters and GES personnel, the course represents an opportunity to refresh vital rescue techniques with a registration deadline that closes on October 22.
