A Deputación convoca MercaNaVila 2026 con cinco millóns en bonos

The Provincial Council of A Coruña announces the MercaNaVila 2026 program, endowed with €5,000,000 in discount vouchers for purchases in establishments of municipalities in the province with fewer than 20,000 inhabitants. The call is approved by Resolution number 40562, of September 18, 2026, of the Presidency of the Council, and is made known in the extract published in the Official Gazette of the Province of A Coruña number 193, of October 9, 2026 (announcement 2026/6454). The deadline for business adhesion is from October 6 to 20, and the download of vouchers is from October 20 to November 20, 2026.

Regulatory framework and program objective

The regulatory bases were approved by the same resolution and published in BOP number 189, of October 2, 2026 (announcement 2026/6329). The call is processed under a non-competitive regime under Law 9/2007, of June 13, on subsidies in Galicia, and appears in the National Subsidy Database with identifier 933217.

The program seeks to incentivize commercial demand and promote consumption in the adhered retail establishments, given the decline of the commercial fabric in rural areas. The Council justifies the measure due to the lack of generational renewal, the aging of the population, territorial dispersion, and competition from online sales and large retail stores. The scope of application covers the 82 municipalities in the province with fewer than 20,000 inhabitants.

Adhesion of businesses

  • Deadline: from October 6 to 20, 2026, at 9:00 AM.
  • Registration: on the website www.mercanavila.gal.
  • Requirements: to have an open establishment in a municipality of fewer than 20,000 inhabitants, to be registered under one of the IAE headings in Annex 2 of the bases, and to be exempt from the Economic Activities Tax under article 82.1.c) of Legislative Royal Decree 2/2004, of March 5.
  • Businesses that participated in the previous call can reactivate their account with their username and password.
  • Adhered businesses receive the amount of the discounts exchanged in the establishment weekly in their bank account.

Vouchers of up to 100 euros per person

Each beneficiary person has a single voucher, of up to 100 euros, which can be used in one or several adhered businesses. The discounts are applied according to the purchase amount:

  • €10 on purchases equal to or greater than €20 and less than €30.
  • €20 on purchases equal to or greater than €30 and less than €50.
  • €30 on purchases equal to or greater than €50.

All amounts are understood to include VAT. The vouchers are in digital format with a QR code and cannot be used to acquire gift cards, vouchers, or similar. They can be requested by natural persons over 18 years of age, regardless of where they reside, and also in person at the Council.

Management, collaborating entity and control

Management corresponds to the Territorial Development, Productive Sectors, Sustainable Employment and Ecological Transition Service, and the granting resolution is signed by the president of the Deputación, Valentín González Formoso. The delivery and distribution of funds is carried out through the collaborating entity ABANCA CORPORACION BANCARIA, S.A., selected by Presidency Resolution number 2026/33238, of July 23, 2026.

The grants are compatible with any other subsidy or income from other administrations and are considered capital gains for the purposes of the 2026 IRPF (Personal Income Tax). The Deputación reserves the right to carry out checks and inspections during the term of the program and afterwards, and may cancel the membership of establishments that fail to comply with the conditions.

The call represents a direct injection of five million euros into local consumption in the smallest municipalities of the province. For the residents of those councils, this translates into immediate discounts of up to 100 euros on purchases; for small businesses, it provides a way to boost sales and improve working capital in a context of population loss and competition from large stores and online sales.
