The Provincial Council of Ourense has approved the granting of 1,549,999.96 euros to 77 local entities for the basic home help service (basic HHS) and its digitalization for the 2026 fiscal year. The decision, adopted through Presidency Resolution no. 2026/12937, dated September 3, 2026, was published in the Official Gazette of the Province of Ourense on September 8, 2026.

The resolution, signed by the delegated deputy for Social Policies, Conciliation, and Active Aging, Ana Patricia Torres Madureira, by virtue of the delegation of Resolution 2023/9863, dated July 31, 2023, gives the green light to the adhesions to the BenOurense cooperation program for the basic HHS.

A program covering the entire province

The program is framed within the regulatory bases published definitively in BOP no. 121, dated June 30, 2026. Applications for adhesion were submitted until July 21, 2026, and the technical report from the Welfare Area, dated September 2, 2026, confirmed the submission of 77 applications within the deadline.

The adhering entities encompass all municipalities in the province with fewer than 20,000 inhabitants, with the sole exception of the Municipality of Cortegada. The economic distribution was carried out according to the criteria set in base III of the regulatory bases.

Two actions, two objectives

The program is structured into two funding lines:

  • Action 1: Digitalization of the HHS, with a budget of 124,000 euros, divided among the 46 entities that adhered to this line.
  • Action 2: Co-financing of the basic HHS, with a budget of 1,425,999.96 euros, distributed among the 77 adhering entities, once the generated economic surplus was incorporated.

Among the highest amounts, the Mancomunidade Terras de Celanova (113,550.45 euros), the Municipality of O Barco de Valdeorras (54,163.41 euros), and the Municipality of O Carballiño (57,205.74 euros) stand out. The amounts for Action 1 range between 2,500 and 3,500 euros per entity, while those for Action 2 vary according to the established distribution criteria.

A boost for dependency in rural areas

The measure has special relevance for rural Ourense, where the aging population makes the home help service a key piece in the dependency care system. The digitalization of the HHS will allow for improved management and monitoring of the service, while the co-financing guarantees its continuity in the municipalities and mancomunidades of the province.

Against the resolution, which ends the administrative route, interested entities may file a request for annulment prior to a contentious-administrative appeal, or directly file this appeal before the Contentious-Administrative Court of Ourense, within two months of publication.
