The Provincial Council approves the widening of the EP-7203 in Forcarei with urgent expropriation

The plenary of the Deputación de Pontevedra initially approved the construction project for the widening and improvement of the EP-7203 Soutelo de Montes-Covas road, between kilometer points 0+494 and 3+300, in the municipality of Forcarei. Along with the project, the plenary agreed on the public exhibition of the expropriation file, the declaration of public utility of the work, and the declaration of urgent occupation with the corresponding motivation for the urgency. The agreement was adopted unanimously in the ordinary session of October 30, 2026, and is published in the extracts of the BOPPO of November 5, 2026, number 214, with the reference 2026076706.

The framework is the extract of agreements from the Plenary of the Provincial Deputation of Pontevedra, included in the Local Administration section of the Official Gazette of the Province of Pontevedra (BOPPO). The session was presided over by Luis López Diéguez (PP) and had 27 attendees: 14 deputies from the PP, 9 from the PSdeG-PSOE, and 4 from the BNG. Point 11 of the resolutive part is what contains the file for the Forcarei road, in an agenda where road infrastructures held significant weight.

What the plenary approved

The plenary agreement, of initial approval, contains four linked decisions regarding the same file:

• Initial approval of the construction project “Widening and improvement of the EP-7203 road Soutelo de Montes-Covas, from KP 0+494 to KP 3+300 (Municipality of Forcarei)”.
• Public exhibition of the project and the expropriation file.
• Declaration of public utility of the work.
• Declaration of urgent occupation and motivation for the urgency.

This is, therefore, an initial and not a definitive approval: the file is subject to public exhibition before reaching a final resolution, and it combines both the technical aspect of the construction project and the patrimonial aspect of the expropriation.

Declaration of urgent occupation

The declaration of urgent occupation approved by the plenary is accompanied, according to the published text, by the corresponding motivation for the urgency, a requirement that the agreement expressly includes along with the declaration of public utility of the work. Both pronouncements are part of the same point 11 of the resolutive part, meaning they are linked to the initial approval of the project and not to a subsequent or separate agreement.

The fact that the declaration of public utility and that of urgent occupation are adopted in the same session places the Forcarei file among the matters that the Deputation resolves jointly with the approval of the project, without waiting for a separate processing of the patrimonial phase.

The route: from Soutelo de Montes to Covas

The projected action focuses on a section of the provincial road EP-7203, which the agreement identifies as Soutelo de Montes-Covas, in the municipality of Forcarei. The limits of the area fixed in the document are kilometer point 0+494 as the start and 3+300 as the end, meaning the object of the project is not the entire road but a delimited section between those two points.

The project’s name combines the word “widening” with “improvement,” which places the intervention in a logic of platform expansion and road conditioning. The affected municipality, Forcarei, is the one expressly listed in the title of the construction project and in the expropriation file, therefore the impacts on owners are concentrated in that municipality.

Other roads in the same plenary session

The same plenary session resolved another road file, in this case with a more advanced stage of processing. In point 10, the definitive approval of the construction project “Improvement of road safety on EP-9206 Portonovo-Vichona, from KP 0+180 to KP 0+370, and on Rúa do Río (Municipality of Sanxenxo)” was unanimously agreed upon, along with the resolution of the allegations presented.

The difference between the two points is relevant for those affected: while the action in Sanxenxo reaches definitive approval, that of Forcarei remains in the initial phase of approval and public exhibition, although already with the declarations of public utility and urgent occupation incorporated into the agreement.

The rest of the resolution part of the session was dominated by ordinary management matters and a block of motions —public housing, the general strike of November 11, and salary increases— which were rejected by the majority of the PP, in contrast to the unanimity reached in the two road files.

For the residents of Forcarei with land within the area from KP 0+494 to 3+300, the publication in the BOPPO opens the formal path for intervention on a file that already incorporates the declaration of urgent occupation.
