The Deputación approves MercaNaVila 2026 with five million in discount vouchers

The Provincial Council of A Coruña has approved the regulatory bases and the call for the provincial support program for local commerce in municipalities with fewer than 20,000 inhabitants, MercaNaVila 2026, endowed with €5,000,000 in discount vouchers. The approval was carried out through Presidency resolution number 2026/40562, dated September 18, 2026, and the text is published in the Official Gazette of the Province of A Coruña number 189, dated October 2, 2026, with announcement number 2026/6329.

The call is processed under a non-competitive regime pursuant to article 19.2 of Law 9/2007, of June 13, on subsidies in Galicia, according to the order of submission of applications until the credit is exhausted. The Provincial Council of A Coruña obtained from the Ministry of Employment, Commerce and Emigration the declaration of compatibility of the aid line with the regional regulatory framework, in accordance with article 30.1.4 of the Statute of Autonomy of Galicia.

The statement of reasons justifies the program due to the decline of the commercial fabric in rural areas of the province, caused by the lack of generational replacement, the aging of the population, territorial dispersion, and competition from online sales and large retail stores. The aid is directed at natural persons over 18 years of age, regardless of where they reside, and seeks to incentivize commercial demand, improve the working capital of establishments, and mitigate the impact of the inflationary situation.

Vouchers of up to 100 euros per consumer

Each beneficiary person will have a single voucher, with a value of up to 100 euros, which can be used in one or several of the participating retail stores. The amount is reduced based on the value of the purchase:

• €10 discount on purchases equal to or greater than €20 and less than €30.
• €20 discount on purchases equal to or greater than €30 and less than €50.
• €30 discount on purchases equal to or greater than €50.

All amounts are understood to include VAT. The vouchers will be in digital format via QR code and will be downloaded from the website www.mercanavila.gal, where users must register with their personal data. They cannot be used to acquire gift cards, vouchers or similar, nor for online purchases. In case of a return, the store may not refund money in cash or to a credit card.

Store adhesion and deadlines

• Store adhesion period: from October 6 to 20, 2026, at 9:00 AM.
• Voucher download for users: from October 20 to November 20, 2026, or until the discounts reach €5,000,000.
• Program validity: from October 20 to November 20, 2026.

Retail commercial establishments may join if they have at least one establishment open in any municipality of the province with fewer than 20,000 inhabitants, are registered in any of the IAE groups or headings listed in Annex 2 of the bases, and are exempt from the payment of the Economic Activities Tax by application of article 82.1.c) of Legislative Royal Decree 2/2004, of March 5. Businesses that already participated in the previous call may activate their accounts using their username and password on the MercaNaVila platform. Those who join will receive weekly, in the indicated bank account, the amount equivalent to the discounts exchanged at their establishment.

Financing, collaborating entity and control

The allocation of €5,000,000 is financed through budget application 0520/4391/481 of the Provincial Council’s budget. The delivery and distribution of funds will be carried out through the collaborating financial entity ABANCA CORPORACION BANCARIA, S.A., selected under Presidency resolution number 2026/33238, of July 23, 2026. One of the criteria taken into account for the award was that the entity had open commercial offices or ATM services in the 82 municipalities of fewer than 20,000 inhabitants in the province.

The instruction of the procedure corresponds to the Service for Territorial Development, Productive Sectors, Sustainable Employment and Ecological Transition, while the resolution is the responsibility of the President of the Provincial Council. The granting resolution will be published in the Official Provincial Gazette, in the National Grants Database (BDNS) and on the official website of the provincial institution. The grants are compatible with any other subsidy or resource from other administrations and are subject to the auditing function of the General Audit Office of the Provincial Council of A Coruña. The announcement is signed in A Coruña on September 21, 2026, by the acting president, Xosé Regueira Varela, and by the acting general secretary, Paula Mª Vázquez Carrasco.

MercaNaVila 2026 is the main provincial line for the revitalization of local consumption and directly affects merchants and residents of the 82 A Coruña municipalities with fewer than 20,000 inhabitants, who will have one month to exchange vouchers with a discount of up to 30% on each purchase.
