The Provincial Council approves the final list of social services technicians

The Provincial Council of A Coruña has approved, via Resolution 2026/36035 of August 14, the definitive list of admitted and excluded persons, the composition of the qualifying tribunal, and the date of the first exercise of the selection process to fill two (2) positions for social services technician, subgroup A2. The announcement is published in the Official Gazette of the Province of A Coruña number 159, of August 21, 2026, under announcement number 2026/5436.

The call, in the open category and through the competition-examination system, was launched by Resolution of the Presidency on November 11, 2025, published in the Official State Gazette number 279, of November 20. The positions, included in the 2024 Public Employment Offers, correspond to the special administration scale, technical subscale, middle-grade technician class, and are oriented towards the functions specific to the regulated profession of Social Work.

Definitive list and exclusions

After resolving the allegations presented against the provisional list, the resolution confirms 65 admitted persons and 20 excluded. The exclusions are mostly due to the provided qualifications not being considered equivalent for the purposes of this call.

• Degree in Social Education not equivalent, as it is a position oriented towards the functions specific to the regulated profession of Social Work, according to Royal Decree 1431/1990, of October 26.
• Non-equivalent qualifications according to Royal Decree 581/2017, of June 9, and the Spanish Qualifications Framework for Higher Education (MECES).
• Two excluded persons also failed to prove payment of the fee.

Among the excluded persons are María Amorós Corral, Alba María Castrillo Castro, Marta Charlín Martínez, Ana Díaz Matos, Sheila Fernández Figueroa, Catarina González-Puelles Pérez, Iria Lalín Baca, Diego Mariño Costa, Alicia Parrado Bouza, Verónica Eva Pérez Calvo, and André Sánchez Barro, among others.

Qualifying tribunal

The tribunal will be presided over by Carlos Hervella Couceiro, head of the planning section in the Human Resources Service of the Council, with Andrés Fernández Maestre as substitute. Acting as titular members are Soraya Varela Bao, Dolores Parada Yáñez, and Sandra García Uzal, and as secretary Miguel Barral González.

• Substitute members: Lorena Fernández Bodelón, Paula Filgueiras Espasandín, and Javier Varela Carro.
• Substitute secretary: Cesar Carro Corral.

First exercise and appeals

The first exercise of the competitive examination phase will be held on September 17, 2026, at 10:00 hours, in the Juanjo Gallo room on the sixth floor of the Pazo Provincial, at avenida do Porto da Coruña, number 2, 15003 A Coruña. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal within two months.

The resolution represents a decisive step toward filling two key positions in provincial social care, in a process that excludes a significant number of applicants with related but non-enabling qualifications. The decision reaffirms the criterion that professional equivalence is only granted by express legal declaration, which conditions access to a regulated profession such as Social Work.
