The Deputación admits 28 candidates for the 15 administrative C1 positions

The Provincial Council of Ourense has admitted 28 applicants and excluded two in the selection process for 15 positions of general Administration administrative assistant, subgroup C1, via internal promotion. The list was approved by decree of the Presidency on October 19, 2026, and is published in the Official Gazette of the Province of Ourense on October 23, 2026, section I, official reference 352998. The two excluded individuals have ten business days to correct the errors that led to their non-admission.

Framework of the call

The regulatory bases of the process were approved by Decree of the Presidency on February 26, 2026, published in the BOP of Ourense on March 18, 2026, and corrected in the issue of April 7, 2026. The positions are included in the ordinary public employment offer for the year 2025, are for civil servant status, and are resolved through a competitive examination system (concurso-oposición) in the internal promotion category.

The decree now published was signed by the president of the provincial institution, Luis Menor Pérez, dated October 19, 2026, once the application submission period had closed and in accordance with base 6 of the call. The resolution bears registration number R. 2.525.

28 admitted and two exclusions

The list of admitted persons consists of 28 applicants, led by María José Adao Francisco, Jesús Barros Salgado, María Josefa Blanco Gallego, and Diana Budiño Calvo, and closed by María Elena Salgado Caramés and María José Valcárcel Pérez. The list is published with the ID number partially hidden, under the terms of the seventh additional provision of Organic Law 3/2018, on the protection of personal data and guarantee of digital rights.

The two exclusions are due to a single cause: not belonging to the personnel staff of the Provincial Council of Ourense, an essential requirement for the internal promotion category. They are as follows:

• Soraya Domínguez Acuña
• Laura Quintela Tato

The list also includes an indication regarding the exemption from the Galician language test: 25 of the 28 admitted are exempt, while María Concepción Feijoo Fontenla, Cristian López Blanco, and M. Hortensia Rodríguez Vázquez appear as non-exempt and must take that test.

Ten business days to amend

The amendment period is ten business days and is counted from the day following the publication of the resolution in the Official Gazette of the Province of Ourense and on the electronic headquarters of the Council. The correction is limited to the causes that led to non-admission, namely, the accreditation of the status as personnel of the provincial institution.

The qualifying tribunal

The decree also designates the tribunal that will qualify the process, with titular members and two substitutes for each position:

• Presidency: Manuel Pérez Nieto, with Adamantino Barreiro García and Carlos Castiñeiras Rois as alternates.
• First vocal seat: Mª de los Ángeles Cantón Álvarez, with Fco. Javier Llorente Serrano and Alberto Fernández Varela.
• Second vocal seat: Luis Miguel González Yáñez, with Mónica Cristín Somoza and Alberto González Cruz.
• Third vocal seat: Silvia Maseda Mejuto, with Mónica Vidal Álvarez and Mª Reyes Rodríguez Rodríguez.
• Fourth vocal seat: Esteban Fernández Álvarez, with Álvaro Iglesias Rey and María Salgado Rodríguez.
• Secretariat: Mª Ángela Garrido Movilla, with Mª Ángeles Iglesias Pérez and Mª Jesús Vázquez Prieto.

The members of the tribunal must recuse themselves when the circumstances of article 23 of Law 40/2015, of October 1, on the legal regime of the public sector, occur, and applicants may exercise the right of recusal in accordance with article 24 of the same regulation.

The publication of this list is the step that opens the competitive examination phase of one of the largest internal processes of the Deputación in this fiscal year: 15 C1 positions that can only be filled by workers already integrated into the personnel staff. For the 28 admitted candidates, the testing calendar is now linked to the designated tribunal; for the two excluded candidates, the period of ten business days is the only way to rejoin the process before the examination begins.
