A Deputación acredita o cumprimento de 222 gandeiros do programa MARELA 2024

The Governing Board of the Provincial Council of Lugo, in an ordinary session held on September 18, 2026, approved the accreditation of compliance with the commitments undertaken by 222 beneficiaries of the grants for the promotion and enhancement of breeding stock registered in the Definitive Registry of the Genealogical Book of the Rubia Galega breed, under the execution of the MARELA program, 2024 annuality. The agreement is published in the Official Gazette of the Province of Lugo no. 228, of October 6, 2026, with reference R. 2634 (pp. 43-50).

A call with 251 beneficiaries

The definitive resolution for the granting was issued in the ordinary session of December 27, 2024, and included 251 approved applications and 36 rejected ones. Upon receiving the grant, the beneficiaries committed to keeping the breeding females subject to the aid on their farms until at least December 31, 2025, except in cases of force majeure duly justified by a veterinary report.

Of the total of 251 beneficiaries, 222 correctly accredited compliance with the commitment, 16 did not, and 13 requests for subrogation were registered. The report from the Section I of Rural Environment, Sea, and Youth limits the proposal to the correctly submitted accreditations, as the processing of eventual reimbursement files requires a separate procedure, including a hearing process for the interested parties.

Green letter, census, or veterinary certification

Accreditation had to be carried out by means of a copy of the livestock health sheet (green letter) issued from January 1, 2026. During the review of the files, it was found that many beneficiaries submitted farm censuses issued from that same date instead of the green letter. After consulting the Ministry of Rural Affairs of the Xunta de Galicia, the managing center considered both documents valid, as they reflect the same information regarding the animals present on the farms on a specific date.

  • Livestock health sheet (green letter), issued from January 1, 2026.
  • Farm census, issued from January 1, 2026.
  • Veterinary report or certification justifying cases of force majeure.

The deadline for submitting this documentation spanned from January 1 to March 31, 2026.

Favorable audit and appeal process

The Audit Service reported compliance of the file on September 11, 2026. The proposal was based on article 30.1 of Law 9/2007, of June 13, on Grants of Galicia, bases 4 and 13 of the call, and Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The Governing Board unanimously approved the three points of the proposal: to deem the submitted documentation correct, to approve the presented accreditations, and to notify them via publication in the provincial gazette.

The agreement, signed in Lugo on September 23, 2026, by the delegated deputy for Economic and Social Promotion, Pablo Rivera Capón, ends the administrative route. An appeal for reversal may be filed before the Governing Board within one month, or a contentious-administrative appeal before the Contentious-Administrative Court of Lugo within two months.

The accreditation closes the control cycle of a line of aid that supports the census of breeders of the Rubia Galega, an indigenous breed with a strong presence in the farms of Lugo. For the province’s cattle sector, the relevant figure is that 88.4% of the beneficiaries kept the animals during the required period, while the 16 unjustified cases are subject to an independent reimbursement proceeding.
