The Provincial Council opens waste and water collection in six municipalities
Por FactBox Admin

The Provincial Council of A Coruña has opened the voluntary payment period for municipal waste, drinking water, and sewer taxes for six municipalities, as part of the fourth quarter campaign for the 2026 fiscal year. Receipts may be paid without surcharge from October 30, 2026, to January 15, 2027, both dates inclusive. The call is published in the Official Gazette of the Province of A Coruña (BOP) number 209, dated November 2, 2026, with announcement reference 2026/7054 and the signature of the deputy treasurer Ana María Fernández Rodríguez.
The collection regulation is issued by the provincial Treasury and Tax Management, through the Central Collection Service, and affects only values of collective notification by census and periodic collection by receipt. The text, dated in A Coruña on October 27, 2026, structures the campaign into nine headings: concepts, voluntary period, forms and places of payment, direct debit, sending of payment documents, collection references, direct debit charges, individualized payment plan, and legal warning.
Six concepts with differing periods
The list of concepts includes both quarters of the current fiscal year and overdue settlements from previous years:
- Waste collection tax for the fourth quarter of 2026 for the Municipality of Cerceda.
- Waste collection tax for the fourth quarter of 2026 for the Municipality of Curtis.
- Waste collection tax for the fourth quarter of 2026 for the Municipality of Porto do Son.
- Waste collection tax for the second semester of 2026 for the Municipality of A Capela.
- Drinking water tax for the second quarter of 2025 for the Municipality of Mugardos.
- Sewer service tax for the first and second quarters of 2024 for the Municipality of Fene.
The difference in periods explains why A Capela appears with a semi-annual periodicity, while Mugardos and Fene have outstanding receipts from previous fiscal years. This circumstance is also reflected in the installment rules applicable to each case.
Where and how to pay
Payment can be made through three different channels, the cost of which varies for the taxpayer:
- At authorized collaborating entities, whether at the counter, via ATM, or online: ABANCA, Banco Bilbao Vizcaya Argentaria, Banco Sabadell, Banco Santander, and Caixabank.
- At the Virtual Tax Office (https://ovt.dacoruna.gal), using a card from any banking entity and at no cost.
- At Correos offices or through delivery personnel, with a fee of 1.95 euros per payment letter.
Payment documents for non-direct debit receipts will be sent by ordinary postal mail to the registered address of each taxpayer, except for those required to interact electronically with the Administration. The announcement itself warns that this mailing does not constitute a formal notification and that failure to receive it does not exempt the taxpayer from the obligation to pay. Starting from January 8, inclusive, no further payment documents will be sent by postal mail.
Direct debits, two references, and 5% surcharge
Each payment document includes two collection references with different amounts. The first is valid until January 15 and corresponds to the principal of the debt without surcharge; the second is active from January 16 to 31 and already incorporates the principal plus the executive surcharge of 5%. After this final date, the documents cease to be valid and others must be requested at the tax information offices.
For direct debits, correctly domiciled receipts will be charged to accounts on December 15, with a charge refund period that closes on February 9. In the case of semi-annual or annual receipts with direct debit in two installments, the first charge, for half the amount, is made on November 13, and the second, for the remainder, on December 15; the refund periods end on January 8 and February 9, respectively. The possibility of splitting into two installments is reserved for semi-annual or annual collection receipts: quarterly receipts only allow a single installment, in accordance with Presidency Resolution number 22665/2014, of November 12, modified by Presidency Resolution number 10810/2021, of March 22.
Legal notice and payment plans
The expiration of the voluntary period without payment opens the executive period, with the consequent requirement of the surcharge and late-payment interest, in addition to the regulatory costs of the procedure. As an alternative, the Provincial Council reminds that an individualized payment plan can be requested for future fiscal years under Presidency Resolution number 43226/2022, of October 19 (published in BOP number 25, of February 6, 2023), which allows the total of periodic collection receipts to be paid in 3 or 10 monthly installments.
Information and procedures are channeled through the email atencion.tributaria@dacoruna.gal, the telephone 981 415 900, the Virtual Tax Office, and the Electronic Office of the Provincial Council, available 24 hours a day. In-person assistance, by prior appointment, will be provided at the central office on Archer Milton Huntington Street, 24, in A Coruña, Monday to Friday from 9:00 to 14:00, and in the offices of Ames, Arteixo, Arzúa, Betanzos, Corcubión, Ferrol, Narón, Negreira, Ordes, Ortigueira, Ribeira, and Santiago de Compostela, with reduced schedules in some cases to two days per week.
The campaign directly affects residents of six municipalities in the province, who have just over two and a half months to avoid surcharges on fees whose reference periods range from the current fiscal year to 2024. The schedule of charges and collection references thus becomes the practical reference for those who have direct debits or pending payments.
