The Provincial Council opens a public consultation period to improve the OU-1015 road in Monterrei

The Provincial Council of Ourense has opened the public information process for the file «Comprehensive conditioning and improvement on the OU-1015 Albarellos (OU-1012) – Medeiros (OU-1016)», in the municipality of Monterrei. The announcement, signed by the president of the institution, Luis Menor Pérez, on October 22, 2026, was published in the Official Gazette of the Province of Ourense on November 4, 2026 (no. 212, reference R. 2.570). Any person, natural or legal, may examine the file and submit written allegations during twenty business days.

The submission to public exhibition was agreed upon under Article 83 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. The published text qualifies the process as an «announcement of optional public information» and specifies that the period is counted «from the day following the publication of this announcement in the Official Gazette of the Province», that is, from November 5 until December 2, 2026.

The projected intervention affects the direct mobility of the nuclei of Albarellos and Medeiros and the intermediate locations, as the road to be conditioned is the connecting route between two regional corridors: the OU-1012, in the surroundings of Albarellos, and the OU-1016, in Medeiros. The official designation of the file expressly includes these two connections as the endpoints of the action.

A routine process in the Council’s road activity

The opening of this file is not an isolated case. Throughout the autumn of 2026, the Provincial Council of Ourense has been publishing similar announcements for other roads in its network, all with the same legal basis and identical period for allegations:

• 「Comprehensive conditioning and improvement on the OU-0213 Crespos (OU-414) – Ponte Cantiño (OU-193)」, in the municipality of Pontedeva, exhibited in September 2026.
• The list of owners, assets, and rights affected by the compulsory expropriation of that same work on the OU-0213, published in October 2026.
• The drawing up of minutes prior to the urgent occupation of the works on the OU-1110 Baltar (OU-304) – Randín (OU-303), in the municipality of Baltar.
• The declaration of the need for occupation of the conditioning works on the OU-0304 A Armada (OU-404) – Astariz (OU-402), phase 3, in the municipality of Castrelo de Miño.

In these precedents, the public information stage precedes the technical approval of the projects and, when there is land occupation, the expropriation of the necessary assets. In the case of the OU-1015, the announcement published on November 4 limits its content to the consultation phase: it does not provide a budget, execution period, or list of properties.

Where and how to consult the file

During the period of twenty business days, the file is available through two channels:

• At the offices of the Roads and Works Service, located in the Pazo Provincial, rúa Progreso no. 32, in Ourense, Monday to Friday from 9:00 to 14:00 hours.
• At the electronic headquarters of the Provincial Council of Ourense.

Allegations must be submitted in writing and addressed to the provincial corporation. Consultation is open to any interested party, without the need to prove land ownership or status as a resident of the affected municipality.

What is at stake for the residents

The announcement does not specify the scope of the works, but the title of the file itself —“comprehensive conditioning and improvement”— refers to a general intervention on the surface and the road platform, rather than simple punctual maintenance. For the nuclei of Albarellos and Medeiros, and for the agricultural and livestock farms that use this road for access, the allegations phase is the only prior window to record easements, accesses, drainage, or insufficient widths before the project is closed.

The publication in the Official Gazette of the Province of Ourense on November 4 makes this announcement the formal reference for any subsequent claim, as it sets the start date for the calculation of the administrative deadline.
