The Deputación opens the period for allegations regarding the paving works in Taboada and Quiroga

The Provincial Council of Lugo has opened a public information period of twenty business days regarding two pavement rehabilitation projects on provincial roads in Taboada and Quiroga. The announcement, signed by the general secretary José Antonio Mourelle Cillero, is published in the Official Gazette of the Province of Lugo number 218, corresponding to September 23, 2026, with reference R. 2513. The measure opens the door to allegations, claims, or suggestions from legitimate persons and entities before the works are executed.

The procedure is handled by the Contracting and Development Service of the Provincial Council of Lugo, acting through the Works and Plans Unit. According to the edict, the competent body has taken the project works into consideration and is now submitting them for public exhibition, a standard step before the bidding and execution of works on the provincial road network.

The Council has been recurrently publishing announcements of this type in recent weeks. On September 16, 2026, it opened public information for pavement works in O Saviñao and on the Lugo – O Corgo axis, and on September 9, it did the same for actions in O Incio and Lugo, always with the same period of twenty business days.

Two projects and four road sections

The announcement covers two separate files, one for each municipality:

• 2026/CON_02/000083 — Taboada: pavement rehabilitation on provincial road LU-P-1809 “Chantada (N-540A) – Antas de Ulla (N-640)”, between kilometer points 12+360 and 15+300.
• 2026/CON_02/000087 — Quiroga: pavement rehabilitation using chip seal on LU-P-5001 “Ponte Barreiro (LU623) – Vilarbacú”, from k.p. 0+000 to 7+000, and on LU-P-5004 “Cruz de Outeiro (LU-P-5001) – Ferramulín – Ourense provincial border”, from k.p. 5+000 to 6+000.

In the case of Quiroga, the action is concentrated on two sections of different lengths: seven kilometers on the LU-P-5001 and one kilometer on the LU-P-5004, the latter heading towards the border with the province of Ourense. In Taboada, the section subject to the project covers nearly three kilometers of the LU-P-1809, the road connecting the N-540A in Chantada with the N-640 in Antas de Ulla.

Twenty business days to appeal

The public information period is TWENTY (20) business days and begins to count from the day following the publication of the edict in the Official Gazette of the Province. During this period, legitimate persons or entities may present allegations, claims, or suggestions against the projects.

The complete project is available to the public on the transparency portal of the Provincial Council of Lugo, accessible at https://portaltransparencia.deputacionlugo.org. The consultation allows for the technical details of the actions to be known before formulating any observation.

Legal framework of the procedure

The opening of the procedure is based on Article 93 of the Revised Text of the legal provisions in force regarding local regime, approved by Royal Legislative Decree 781/1986, of April 18, and on Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The edict is dated Lugo, September 18, 2026, and is signed by the general secretary of the provincial corporation.

The works affect roads that form the backbone of daily communication for Taboada and Quiroga with neighboring regions, therefore the procedure is the last opportunity for neighbors, mountain communities, or affected groups to bring forward execution conditions, accesses, or alternatives before the Deputación tenders and executes the works.
