A Deputación abre alegacións a tres obras de firme en catro concellos

The Provincial Council of Lugo is submitting three new pavement rehabilitation projects on its provincial roads for public consultation, affecting the municipalities of Paradela, Pantón, O Saviñao, and Guntín. The announcement, signed by the general secretary José Antonio Mourelle Cillero in Lugo on October 30, 2026, was published in the Official Gazette of the Province of Lugo on November 4, 2026 (No. 253) with reference R. 2991, and opens twenty business days for allegations from eligible individuals and entities. Together, the three files cover nearly 14.6 kilometers of road.

The projects were taken into consideration by the competent body of the Works and Plans Unit, dependent on the Contracting and Development Service of the Council. This is not a tender, but rather the prior exhibition of the project so that those affected can present claims, suggestions, or allegations before the execution of the works. The call is based on Article 93 of the Recast Text of the Legal Provisions in Force regarding Local Regime, approved by Royal Legislative Decree 781/1986, of April 18, and Article 83 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

The publication is part of a series of edicts with similar characteristics that the Official Gazette of the Province has been collecting since September 2, with blocks of two and three works per announcement in municipalities such as Monterroso, As Nogais, Taboada, Quiroga, Navia de Suarna, Friol, or Baleira. The succession of procedures points to a continuous program of conservation and improvement of the provincial road network throughout the autumn.

Three projects and four roads

The edict details the three files, with their official names and the exact kilometer points of action:

  • Paradela — 2026/CON_02/000100: pavement rehabilitation on the LU-P-4203 «Pacios (LU-633) - Trebolle (LU-P-4302)», from kilometer point 0+500 to 4+300, approximately 3.8 kilometers.
  • Pantón - O Saviñao — 2026/CON_02/000101: pavement rehabilitation with chip seal on the LU-P-3204 «Monforte (LU-617) - A Vide - Moreda (LU-P-4106)», between points 7+156 and 7+676 (520 meters), and on the LU-P-4112 «Reguengo (LU-P-4106) Lamaquebrada (LU-P-4102)», from 0+000 to 6+470 (6.47 kilometers).
  • Guntín — 2026/CON_02/000102: pavement rehabilitation with chip seal in sections on the LU-P-2406 «Lousada (LU-612) - A Mota - Longalai (LU-P-2913)», between points 4+440 and 8+238, nearly 3.8 kilometers.

Twenty business days to allege

The public information period is twenty (20) business days and is counted from the day following the publication of the edict in the Official Provincial Gazette, which places the deadline in early December. The regulation allows any legitimate person or entity to submit allegations, claims, or suggestions, not only the owners of the directly affected plots.

The documentation for the three projects is available to the public on the Provincial Council’s transparency portal, at https://portaltransparencia.deputacionlugo.org. The announcement does not include a budget, execution period, or start date for the works, data that will be specified in subsequent phases of the processing.

Asphalt in Paradela and chip sealing in the south

The edict distinguishes between two technical formulations. In Paradela, the action is defined as “surface rehabilitation” over a continuous stretch of 3.8 kilometers of the LU-P-4203, the road connecting Pacios with the LU-P-4302 in Trebolle. In the other two cases, it is specified that it is rehabilitation through “chip sealing” (regos con gravilla), a surface treatment applied over the existing pavement.

In Guntín, furthermore, the project specifies that the intervention is carried out “by sections” within the stretch between points 4+440 and 8+238 of the LU-P-2406, the road linking Lousada with Mota and Longalai. The Pantón-O Saviñao action divides the work between two roads: the LU-P-3204, with a short stretch of 520 meters, and the LU-P-4112, with a route of 6.47 kilometers.

The public information period is the only time neighbors can raise objections before the project moves to execution, making the procedure decisive for clearing up doubts regarding layouts, access to fields, drainage, or road safety. The three works affect roads that provide direct service to rural centers in the four municipalities, hence the interest in the open period.
