These documents are available to the public in the respective municipalities and in the offices of the Municipal Collection Service of the Council for one month from the publication of the announcement in the BOP, for their examination and to present any allegations or claims deemed appropriate.
Against the data in the collection lists and the tax settlement, interested persons have two alternative paths, which cannot be used simultaneously:
- Appeal for reversal before the Presidency of the Council, within a period of one month from the publication of the announcement, in accordance with Article 14.2 of Royal Legislative Decree 2/2004, which approves the revised text of the Law regulating local finances.
- Contentious-administrative appeal, within a period of two months, following the prior communication referred to in Article 110.3 of Law 30/1992.
The filing of any of these appeals will not suspend the processing or the collection acts, unless agreed upon by the competent body subject to the established procedure.
Payment and notice of enforcement
Taxpayers will receive the receipt-voucher forms at their home address, which must be paid within the indicated period at any office of the collaborating entities: Abanca, Banco Pastor, Banco Popular, BBVA, Banco Santander, BancoSabadell/Gallego, and Caixabank, as well as at the State Society of Posts and Telegraphs, during their established hours. For the payment to be valid, the forms must be endorsed by mechanical printing or an authorized signature from the corresponding bank office.
Those who do not receive the forms at their home may request a duplicate at the collection offices of the Provincial Council, and are warned that failure to receive them does not exempt them from the obligation to pay within the deadline, provided they appear as a taxpayer on the collection lists. Receipts not paid voluntarily will incur a coercion surcharge of 20%, 10%, or 5% as applicable, in addition to late interest and procedural costs, with collection via executive proceedings in accordance with articles 28 and following of the General Tax Law and the corresponding sections of the General Collection Regulations.
