A Coruña licita a explotación dos complexos de San Diego e Castrillón

The Local Government Board of the City Council of A Coruña has authorized the concession of services for the operation and management of the sports facilities of the San Diego Sports Complex and the Castrillón Sports Complex, and has delegated to the Councilor for Economy and Strategic Planning the processing of the procedure until the award of the contract. The agreement, adopted in the extraordinary and urgent session of July 17, 2026, is made public in the Official Gazette of the Province of A Coruña (BOP) number 187, dated September 30, 2026, with the official reference 2026/6256.

The announcement, processed by the Area of Economy, Finance and Internal Regime of the City Council of A Coruña, summarizes the agreement of the Local Government Board from the extraordinary and urgent session of July 17, 2026. In that session, the municipal governing body authorized the concession of services for the operation and management of the services and sports facilities of the two complexes and approved the procurement file and the specifications that will govern the contract, which incorporate social and environmental measures.

The chosen procedure is the restricted procedure, and the agreement published now corresponds to its first phase. The delegation is made, according to the text of the announcement itself, in accordance with the provisions of articles 162 and 163 of Law 9/2017, on Public Sector Contracts (LCSP).

What is being tendered and what was approved

The concession covers the operation and management of the services and sports facilities of two municipal facilities:

  • San Diego Sports Complex.
  • Castrillón Sports Complex.

Along with the authorization of the concession, the Local Government Board approved the procurement file and the specifications of conditions that will govern the tender. The announcement emphasizes that these specifications incorporate social and environmental measures, but the published text does not detail the contract amount or the term of the concession.

The delegation to the Councilor for Economy

The third section of the agreement, reproduced literally in the BOP, establishes:

  • To specifically delegate to the Councilor for Economy and Strategic Planning the processing of all acts of the first phase of the restricted procedure that are necessary until the moment of the award of the contract.
  • The delegation shall be based on articles 162 and 163 of the LCSP.
  • The specific delegation shall be published in the Official Gazette of the Province and in the contractor profile hosted on the Public Sector Procurement Platform.

The announcement is signed in A Coruña on September 23, 2026, by the councilor secretary of the Local Government Board, José Manuel Lage Tuñas, who also appears as the head of the area of Economy and Strategic Planning to whom the processing is delegated.

Publication and monitoring of the file

Publication in the BOP and in the contractor profile of the Public Sector Procurement Platform is the mechanism that provides publicity to the delegation and allows the tracking of the file by third parties. The announcement bears the announcement number 2026/6256 and occupies one page of the provincial bulletin.

The published text does not include the base budget, the fee, the exploitation period, nor the number of annualities of the concession, data which must appear in the specifications and in the contractor profile.

The concession of the San Diego and Castrillón complexes directly affects the users of the municipal sports facilities and opens a business opportunity for companies in the sector. The delegation to the Councilor for Economy concentrates the processing of the first phase in a single body and allows the procedure to be accelerated until the award, the result of which will be known through the contractor profile.
