A Coruña opens the review of urban bus prices to the public
Por FactBox Admin

The Local Government Board of the A Coruña City Council has initially approved the proposed cost structure and price revision formula for the city’s collective urban passenger transport services contract. The agreement was adopted in the ordinary session of October 28, 2026, and is published in the Official Gazette of the Province of A Coruña, number 208, Friday October 30, 2026, under announcement number 2026/7050. From now on, any interested person has twenty business days to examine the document and submit allegations or suggestions.
The announcement comes from the municipal department of Planning and Service Quality and is signed by the council member secretary of the Local Government Board, José Manuel Lage Tuñas, on October 28, 2026. The decision does not yet set a specific fare: what is being submitted for public exhibition are the two technical elements that determine how the price of the public transport contract is calculated and updated, a central piece in the cost of the service provided by the urban bus to the neighborhood.
What the agreement approves and what is submitted for exhibition
The approved agreement includes three points that mark the scope of the procedure:
- Initial approval of the proposed cost structure and price revision formula, contained in the justificatory report incorporated as an annex to the agreement.
- Submission to public information via an announcement in the Official Gazette of the Province of A Coruña, for a period of twenty business days.
- Publication of the file in the Contractor Profile of the A Coruña City Council, hosted on the Public Sector Procurement Platform.
The justificatory report accompanying the agreement is identified by the verification code 1358 3055 3P0R 446P 08Z8, data that allows for the verification of the authenticity of the published document.
Twenty business days to appeal
The calculation of the period is carried out in accordance with Article 30 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. This implies that:
- The period begins the day following the publication of the announcement in the provincial gazette.
- Allegations and suggestions are submitted through the Municipal Registry of the A Coruña City Council.
- The document on exhibition can be consulted in the Contractor Profile, via the link enabled in the announcement itself.
The channel is, therefore, that of the municipal registry and not any other informal route: anyone wishing to influence the content of the future price revision formula must do so in writing within those twenty business days.
A procedural act that does not finalize the price
The third point of the agreement specifies the legal nature of the decision. The Local Government Board states that the agreement is a procedural act within the contract preparation process and that it does not prejudice the definitive content of either the cost structure or the price revision formula.
These two elements may be adapted as a result of three circumstances listed in the announcement itself:
- The allegations presented during the public information period.
- The mandatory evaluative report that must be issued in the file.
- Other reports and actions that form part of the procurement procedure.
The text does not provide cost figures or an effective date for the new formula, so any economic specifics must await the resolution of the file once the public participation phase is closed.
Why it matters
The collective urban transport contract is what sustains the bus service used daily by a large part of the population of A Coruña, and the price revision formula is the mechanism that decides when and by how much the cost of that service is updated. Opening this proposal to public information now gives citizens, neighborhood associations, and economic agents the only formal window to discuss the model before it is fixed in the procurement file.
