The Ministry of the Sea appoints the members of the Governing Council of Intecmar

The Ministry of the Sea has arranged the appointment of the six members of the Governing Council of the Autonomous Public Agency for the Control of the Marine Environment of Galicia (Intecmar Agency). The decision is formalized in the Order of September 17, 2026, signed by the minister Marta Villaverde Acuña, and published in the Official Gazette of Galicia (DOG) no. 183, Friday, September 25, 2026, in section II (Authorities and personnel), pages 50265 and 50266, with the official reference CVE-DOG: gjeycsu5-8e90-3zj0-mmm7-xf76yf3h7ac4. The order enters into force the day following its publication.

The framework: the new Intecmar Agency

The order derives from Decree 74/2026, of June 29, which suppresses the Technological Institute for the Control of the Marine Environment of Galicia, creates the Autonomous Public Agency for the Control of the Marine Environment of Galicia, and approves its statutes (published in DOG no. 130, of July 14). Article 10 of the statutes establishes that the governing bodies of the Intecmar Agency are the Presidency and the Governing Council.

According to article 13.1.c), the Governing Council is composed, among others, of six members appointed by the head of the attached ministry, with the following distribution:

• Four people from among the personnel in the service of the autonomous Administration, who must be civil servants or permanent contractual staff.
• One person representing the workers of the Intecmar Agency, by proposal of the legal representation body.
• One person representing the ministry competent in treasury matters, designated by the head of said ministry.

The four members of the autonomous Administration

The single article of the order details the appointments among the personnel of the autonomous Administration, with a principal and a substitute for each position:

• Marta Barreiro Castro, principal, with Mª Dolores Novo Gutiérrez as substitute.
• Isaac Miguel Rosón Sánchez-Brunete, principal, with Gonzalo López-Santos Rubal as substitute.
• Ángeles Vázquez Suárez, principal, with Diego de Nóvoa Fernández as substitute.
• Juan Carlos Codesido Vilar, principal, with Alfonso Pérez Martínez as substitute.

Representation of personnel and treasury

The order completes the composition of the collegiate body with the two remaining memberships. Representing the workers of the Intecmar Agency, by proposal of the legal representation body, Isabel Serantes Grande was appointed as principal and Cristina Álvarez Álvarez as substitute.

On the other hand, as the representative of the ministry competent in treasury matters, designated by the head of said ministry, José María Barreiro Díaz appears as principal and Patricia Brión Cabanelas as substitute.

Relevance

With the publication of this order, the Xunta completes a decisive step in the launch of the Intecmar Agency, the body that assumes control of the Galician marine environment following the suppression of the former Technological Institute. The composition of the Governing Council determines who directs and supervises the surveillance and control functions of the waters and marine resources, an area of direct interest for the fishing, shellfish, and aquaculture sector of Galicia.
