Por FactBox Admin

The General Directorate for Disability of the Regional Ministry of Social Welfare of Castilla-La Mancha has announced grants for 2027 for private social initiative entities intended for the maintenance of centers, services, and care programs for people with disabilities. The call, endowed with 78,138,890 euros, is published via the Resolution of 10/27/2026 in the Official Gazette of Castilla-La Mancha (DOCM) no. 209, dated October 30, 2026, with the official reference 2026/7860 and identification number BDNS 938377.
The resolution is issued under a competitive bidding process under Order 100/2024, of June 13, of the Regional Ministry of Social Welfare, which establishes the regulatory bases for this line of aid (DOCM no. 119, of June 21, 2024). The text is signed by the Director General for Disability, Francisco José Armenta Menéndez, and takes effect from the day following its publication in the gazette.
European funding and caps per program
The funds come from the General Budgets of the Junta for 2027 and the ESF+ Castilla-La Mancha 2021-2027 Program, through Priority 2 “Social Inclusion and fight against poverty,” Specific Objective h). The breakdown by budgetary applications is as follows:
- 2708G/313C/48141: 59,567,680 euros.
- 2708G/313C/48141 (0000000562): 16,071,210 euros.
- 2708G/313C/48141 (FPA Fund 0090011): 2,500,000 euros.
The maximum amount per program may not exceed 5,000,000 euros for regional files nor 150,000 euros for provincial files. The granting is subject to the existence of adequate and sufficient credit in the 2027 fiscal year.
Deadline, application, and evaluation criteria
Interested entities must be non-profit, be registered in the Social Services Registry of Castilla-La Mancha, and be up to date with their tax and Social Security obligations, among other requirements. The application shall be submitted electronically with an electronic signature through the Junta’s electronic office, with a single request for each program to be funded, attaching the technical project and the personnel table.
The deadline is twenty days starting from the day following the publication of the call and its summary. The evaluation is based on 60 points, with the following main criteria:
- Suitability for the needs of the regional network and direct care: up to 10 points.
- Quality of the life model and person-centered planning: up to 10 points.
- Accredited technical solvency: up to 9 points.
- Grants received in the previous year: up to 10 points.
A minimum of 28 points is required to be a beneficiary. Additionally, projects in areas at risk of depopulation receive an additional score of 20%, 30%, or 40% depending on the degree of depopulation of the municipality.
Payments, justification, and control
Regional programs are paid in twelve monthly advance payments, with the tenth conditional upon the justification of the first six; provincial programs are paid in two payments of 50% each. The final justification must be submitted before January 31, 2028, with expenses executed between January 1 and December 31, 2027, and will require an audit report when the aid is equal to or greater than 60,000 euros.
Aid co-financed by the ESF+ covers up to 85% of total costs and requires entities to comply with visibility measures for European support. The maximum period to resolve and notify is three months from publication, after which the application is considered rejected due to administrative silence. An administrative appeal may be filed against the resolution before the head of the Department of Social Welfare within one month.
The call arrives with a clear reference framework for the associative movement: the ESF+ sets as a target the care of 681 people with disabilities (409 men and 272 women) and an eligible public expenditure of 2.5 million euros. For the entities in the region, the calendar is tight: twenty days to apply and a full year of execution and subsequent justification.
