45,400 euros in waivers reinforce accessibility in seven Valencian municipalities
Por FactBox Admin

The Department of Social Services, Family and Childhood has reallocated 45,400 euros from entity waivers to new grants for the improvement of accessibility to the physical environment and communication. The decision is formalized in the Resolution of October 15, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) No. 10475, of October 21, 2026, in section III of administrative acts (official reference: DOGV-C-2026-32941). The distribution benefits seven local entities, including the Tavernes Blanques City Council, which sees an increase in the aid granted to it in July.
From 72 applications to a second distribution
The 2026 call was structured through the Resolution of April 21, 2026, which establishes the regulatory bases for grants within the scope of the Directorate General for Persons with Disabilities and includes in its Annex II the specific bases for accessibility, and the Resolution of May 19, 2026, which issued the call. 72 applications were submitted to this line, evaluated by the evaluation commission according to the ordered list of applicants and their scores.
The first award took place via the Resolution of July 27, 2026. Subsequently, several beneficiary entities expressly waived the granted subsidy, for a total amount of 45,400.00 euros. Point 5 of the twelfth base of Annex II of the Resolution of April 21, 2026 enables the reallocation of this released credit following the order of scoring, which has allowed for the issuance of a new proposed resolution.
The invoked legal framework includes the basic precepts of Law 38/2003, of November 17, General Law on Subsidies, articles 159 and following of Law 1/2015, of February 6, on public finance of the instrumental public sector and subsidies, and Law 8/2024, of December 30, on universal accessibility of the Valencian Community.
Tavernes Blanques and six more city councils
Annex I of the resolution details the beneficiary entities, the subsidized equipment, its total cost, and the amount finally granted, charged to grant line S0138 and budget application 16.02.03.0046.313.40.760.01:
- Tavernes Blanques City Council (CIF P4623900J): accessible pictograms, cost of 3,000.00 euros and an amount of 569.25 euros, as an increase to the previous aid.
- Vilamarxant City Council (P4625800J): adapted pictograms, 3,000.00 euros cost and 1,800.00 euros granted.
- Los Montesinos City Council (P0314100I): communication and signaling systems for Avenida del Mar, 4,663.34 euros cost and 2,798.00 euros granted.
- Onil City Council (P0309600E): communication and signaling systems for the Doll Museum, 10,000.00 euros cost and 6,000.00 euros granted.
- Mutxamel City Council (P0309000H): communication and signaling systems for municipal parks, 3,528.36 euros cost and 2,117.00 euros granted.
- Castellón Municipal Tourism Board (P1200011C): accessible beach point equipment, 34,653.46 euros cost and 20,792.07 euros granted.
- Cullera City Council (P4610700I): accessible beach point equipment, 27,878.40 euros cost and 11,323.68 euros granted.
The sum of the granted amounts coincides with the 45,400.00 euros released by waivers. In the case of Tavernes Blanques, the resolution explains that in July it was awarded an amount lower than what it was entitled to because the line of credit had been exhausted, so the new distribution corrects that situation.
Justification before October 30
Entities have until October 30, 2026, to submit the full justification of the grants through the enabled procedure and the supporting documentation of the expenditure. Payment is made against legally issued invoices; in the case of local entities, these may be replaced by a certificate from the local auditor detailing concepts, units, and partial amounts, provided that the amounts are at least in a status of recognized obligations.
To collect payment, city councils must also prove that they are up to date with their annual accountability reports before the Sindicatura de Comptes. The resolution warns that the reimbursement or reduction of aid, with late payment interest, will proceed in case of non-compliance with the obligations of Annex II or in the cases set out in Article 37 of Law 38/2003. Beneficiary entities are obliged to publicize the public nature of the funding using the Generalitat Valenciana logo.
This act concludes the administrative route. An optional appeal for reversal may be filed within one month before the same body, or a contentious-administrative appeal may be filed before the High Court of Justice of the Valencian Community within two months, counting from the day following its publication. The resolution is signed by Bárbara Congost Miron, Director General for People with Disabilities, by delegation of the regional minister.
Impact on municipalities
The distribution translates a credit—which had initially remained unexecuted due to waivers—into concrete actions: pictograms, communication systems, signage for public spaces, and accessible beach equipment. For the beneficiary municipalities, the funding arrives with a tight schedule: the justification expires just nine days after publication in the DOGV, which requires the expenditure to already be committed or executed to avoid losing the aid.
