The General Directorate of Educational Centers of the Department of Education, Culture and Universities has approved partial grant number 17 of the 500-euro per student aid for school materials in the Valencian municipalities hit by the DANA (isolated depression at high altitudes) of October 29, 2024. The Resolution of October 20, 2026 reaches 641 beneficiaries and totals 320,500 euros. The agreement is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10479, of October 26, 2026, with official reference DOGV-C-2026-33341.
The text recalls that on October 29, 2024, torrential rains associated with an isolated depression at high levels left more than 600 liters per square meter in some meteorological observatories within a short period of time, resulting in loss of life and serious damage to homes, infrastructure, and basic services. The destruction or temporary disabling of educational facilities and materials forced the relocation of students to alternative centers, the provision of extraordinary equipment, and the activation of school transport and dining services.
The aid is part of the “Endavant” plan, approved by the Consell on July 31, 2025, and Decree 148/2025, of October 14, which establishes the regulatory bases and the granting procedure (DOGV no. 10217, of October 17, 2025). The credit allocated for this aid amounts to 4,000,000 euros, divided between budget sub-programs 422A00, with 1,705,000 euros, and 422B00, with 2,295,000 euros, both from chapter IV.
641 beneficiaries and 320,500 euros
The proposal from the Sub-directorate General of Educational Centers, formulated after checks in the PAI and the registration of files in the ESTER corporate subsidy application, specifies the following data:
- Individual amount per student: 500 euros.
- Beneficiaries in this resolution: 641.
- Total amount granted: 320,500 euros.
- Partial grant number: 17.
- Immediate precedent: partial grant number 16, of October 15, 2026, granted 122 aids for 61,000 euros (DOGV no. 10474, of October 20, 2026).
The nominal list is not reproduced in the official gazette: the resolution orders the publication of the text without the annex and refers to the electronic office of the Generalitat to consult the complete list of beneficiaries.
Who resolves and within what timeframe
The competence to resolve and notify corresponds to the General Directorate of Educational Centers by delegation of the Consell, in accordance with section 8 of article 5 of Decree 148/2025. The maximum period to issue and notify was three months from the end of the application period, extended by another three months by agreement of the general director on February 16, 2026, under Law 39/2015.
Payment will be made in accordance with Article 8 of the decree and charged to the budget allocation of the current financial year. The ninth transitional provision of Law 1/2015 allows the aid to be paid even if the beneficiary is not up to date with their tax or Social Security obligations, is a debtor subject to a reimbursement, or falls under the situations described in Article 171.6 of the same regulation.
Appeals against the resolution
Against the agreement, which concludes the administrative process, a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Chamber of the High Court of Justice of the Comunitat Valenciana, or an optional appeal for reversal within one month before the same body. The document was signed in València on October 20, 2026, by Jorge Cabo Martínez, Director General of Educational Centers.
The publication represents a new disbursement from the reconstruction plan for families who still face extraordinary expenses derived from the catastrophe, and confirms that the procedure continues to be resolved in batches nearly a year after the approval of the regulatory bases.
