216.108 euros to coordinate the transport of hemodialysis patients

The Madrid Health Service has formalized an agreement with the Madrid Association for the Fight Against Kidney Diseases (ALCER-MADRID), granting a nominative subsidy of 216,108 euros for the coordination of non-urgent land health transport needs for patients undergoing hemodialysis treatment provided by the health system of the Community of Madrid during the year 2026. The agreement, signed on July 27, 2026, is published in the Official Gazette of the Community of Madrid number 206, dated August 29, 2026.

The agreement is signed, on behalf of the Madrid Health Service, by the Deputy Minister of Health and Director General, Laura Gutiérrez Barreno, and, on behalf of ALCER-MADRID, by its President, Iluminada Martín-Crespo García. The entity, with NIF G-28765204, is a non-profit association established on May 4, 1976, and registered in the Registry of Associations of the Community of Madrid under number 2054.

Regulatory Framework and Financing

The subsidy is part of the Strategic Subsidy Plan of the Ministry of Health for the 2025, 2026, and 2027 fiscal years, within its Objective 1 to promote activities of non-profit entities that humanize healthcare. The amount is allocated in the General Budgets of the Community of Madrid for 2026, approved by Law 6/2025, of December 23, charged to sub-concept 48029 of Program 313C “SUMMA 112”.

The grant is structured as a nominative subsidy through an agreement, in accordance with the General Subsidy Law 38/2003, of November 17, and the Subsidy Law of the Community of Madrid 2/1995, of March 8. The beneficiary must be up to date with their tax and Social Security obligations and must not fall under the causes for exclusion listed in article 13.2 of Law 38/2003.

Purpose and Commitments

ALCER-MADRID, which represents eighty percent of kidney patients requiring hemodialysis, commits to establishing and maintaining a health transport coordination office for the group, with the following activities:

• Collaborate in the coordination and management of collective transport needs for hemodialysis patients.
• Create and maintain a database of patients, schedules, days, routes, and incidents, guaranteeing confidentiality.
• Promote the optimization of routes to reduce travel times, directing patients to the dialysis centers closest to their homes.
• Collaborate in monitoring the correct provision of the service, informing SUMMA 112 of any possible deviations.
• Provide telephone assistance, advice, and information to the kidney patient community.
• Prepare activity reports and improvement proposals for the Servicio Madrileño de Salud (Madrid Health Service).
• Collaborate with the Oficina Regional de Coordinación de Trasplantes (Regional Transplant Coordination Office) and the Registro Madrileño de Enfermos Renales (REMER) (Madrid Registry of Kidney Patients).

Activities will be carried out following the protocols of the Gerencia del SUMMA 112, the competent body regarding sanitary transport, and will have a project coordinator. The Servicio Madrileño de Salud will provide real-time access to the “Transporte Sanitario No Urgente” (TSNU) (Non-Urgent Sanitary Transport) computer application.

Payment and monitoring

The payment of the grant will be made in three partial payments throughout 2026: one in the month following the first semester, another after the third quarter, and the last before December 31, subject to the justification of activities. The justification of expenses must be submitted in the month following the third quarter and before December 15, 2026, accompanied by invoices, payrolls, and bank receipts.

A Joint Monitoring Commission will be created, chaired by the head of the body with competence in sanitary transport of the Servicio Madrileño de Salud, with representation from both parties, to supervise compliance with the agreement and resolve discrepancies. The agreement will be in effect until December 31, 2026, with the eligible period starting from January 1, 2026.

Relevance

The agreement guarantees the continuity of an essential service for thousands of kidney patients in the region, who in most cases require six weekly transfers (round trip) on alternate days to receive their treatment. The centralized coordination undertaken by ALCER-MADRID seeks to optimize routes, reduce travel times, and improve the quality of life for kidney patients and their families, within the framework of the comprehensive care of the Madrid health system.
