Expropriation acts for the 132 kV linear line in four municipalities of Bizkaia

The Territorial Representative for Industry, Energy Transition and Sustainability of Bizkaia has published a call to draw up the preliminary records for the occupation of numerous properties affected by the reform of the 132 kV Ortuella–Abanto electrical line. The records will be drawn up from November 16 to 20, 2026, in the municipalities of Abanto y Ciérvana-Abanto Zierbena, Ortuella, Santurtzi, and Zierbena. The call was published in the Boletín Oficial del País Vasco (BOPV) number 166, with reference 2026/3753.
The project is owned by i-DE Redes Eléctricas Inteligentes, S.A.U. and has file number 48-AT-Y-2025-00027. By resolution of April 1, 2026, the public utility of the installation was declared; this entails the need for the occupation of properties and urgent occupation, in accordance with Article 56 of Law 24/2013 of the Electricity Sector, for the purposes of Article 52 of the Forced Expropriation Law.
Legal basis of the occupation
The call was made by Territorial Representative María Jesús Markaida Uriarte via resolution of August 14, 2026. Interested parties, as well as those holding any right or interest over the affected properties, must appear in person or duly represented, bringing documents proving ownership and the latest tax receipt, and may be accompanied by an expert or a notary.
Affected properties and owners
The records will be drawn up at the town hall of each municipality, and a summons seal will be sent to each owner. Among the affected parties are numerous public and private entities:
- The municipalities of Abanto y Ciérvana-Abanto Zierbena and Zierbena
- Provincial Council of Bizkaia
- Parque Tecnológico-Teknologi Elkartegia, S.A.
- Promabra, S.A. and Repsol Comercial de Productos Petrolíferos, S.A.
- Bilbao Bizkaia Water Consortium (Consorcio de Aguas de Bilbao Bizkaia)
- Unión Española de Explosivos, Gutram Sociedad Patrimonial, S.L. and Explotadora de Tierras Echeuli, SL
Additionally, dozens of individuals are among the affected, such as the Ortiz Setién and Ortiz Saludes families, Arruabarrena Bañales, Fuentes Vélez, Elortegui Echániz, or Uribarrena Sáez, among others. The owner of some properties is unknown, and for them, these calls shall serve as notification.
Allegations and deadlines
Interested parties, as well as holders of real rights or economic interests not appearing in the published lists, may submit written allegations to the territorial representation in Bilbao (General Concha street, 23, 5th floor), on the day the records are drawn up. These allegations shall be valid for correcting errors that may exist in the list of properties and rights.
The schedule for drawing up the records is as follows: November 16 in Abanto y Ciérvana-Abanto Zierbena, 17 in Santurtzi and Zierbena, and from 18 to 20 in Ortuella. Since the occupation is urgent, the drawing up of the records may lead to the occupation of the property.
Impact
This call affects dozens of owners and organizations, and will enable the reform of a strategic energy infrastructure. Those affected will have to decide in the short term regarding the occupation of their properties, which is of great importance for the future of the region’s electrical supply.
