Transfer of 1.337 billion DZD from the state budget to the Ministry of Culture and Arts

President of the Republic Abdelmadjid Tebboune issued Presidential Decree No. 26-266 dated 7 Safar 1448, corresponding to July 22, 2026, regarding the transfer of an appropriation from the state budget to be placed at the disposal of the Minister of Culture and Arts. The decree was published in the Official Gazette of the People’s Democratic Republic of Algeria, Issue 65, dated September 9, 2026 (27 Rabi’ al-Awwal 1448).

Content of the Financial Transfer

Pursuant to the first article of the decree, the following amounts shall be cancelled from the appropriations opened under the state budget, by virtue of the Finance Act for 2026: an amount of one billion three hundred and thirty-seven million dinars (1,337,000,000 DZD) as a commitment authorization, and an amount of three hundred million dinars (300,000,000 DZD) as payment appropriations, from the unallocated financial appropriations, under Chapter Seven “Unforeseen Expenses,” managed by the Minister of Finance.

The second article stipulates the allocation of these amounts for the year 2026, to be credited to the “Arts and Literature” program, and the “Innovation and Dissemination of Cultural and Artistic Products” sub-program, under Chapter Four “Transfer Expenditures” within the program portfolio of the Ministry of Culture and Arts.

It also relies on Executive Decree No. 26-28 dated January 7, 2026, regarding the distribution of commitment authorizations and payment appropriations opened under the state budget, and Executive Decree No. 23-209 dated June 1, 2023, regarding the organization of the central administration of the Ministry of Culture and Arts.

Article 3 of the decree charges the Minister of Finance and the Minister of Culture and Arts, each within their respective jurisdiction, with the implementation of this decree, which shall be published in the Official Gazette.
